I have two feeds going to two websites with different formats from one source blog. On the first website my scrolling feed is only showing two items and on my other site all my items are showing when both should be limited to 10, am I missing something?

I think I e-mailed you about this earlier (don't know if you e-mailed or used forum first). In any case, the full answer is there. The short answer is.. your digest is new and your source feed only had 10 items. It will take time to grow.
