He's talking about different computer languages... there are a plethora of different computer program codes that are referred to as languages. If you try to translate from one program to another, it may come out unreadable due to the one platform being different from the other. There are times it is very small differences but it will show several weird characters for one character in the other program. Hope this helps.

That is not entirely correct... he was in fact speaking on foreign languages... and programming code at the same time... hope thats not too confusing, but with foreign languages, sometimes code is interpreted incorrectly during translation.

Yeah, it was a problem with the utf-8 code... that was already established.... I'm sure it did fix the problem as I had the same issue, read up on it and sure enough, problem solved. The link that tim66stones gave is a good reference if you don't know what utf-8 code is...

The problems with encoding have been fixed by the moment. Still if there are any troubles, please give us a head up here.
