He says it took living on the streets for him to realize there was more to life.</p> <p>22-year-old Jacob Dockter was born in Romania and raised here in North Dakota. He was adopted at age three to a couple in Washburn and started using drugs intravenously when he was just 14.</p> <p>&#8220;I didn&#8217;t think I&#8217;d live to this day, to be honest. I thought I&#8217;d be dead at 20 years old or 18 years old. Just from the way I was living. I&#8217;m grateful to be alive today,&#8221; says Dockter. </p> <p>After being arrested at age 17, everything went downhill. He became homeless, sleeping on park benches and sometimes not showering for weeks.</p> <p>&#8220;I was definitely in despair. I mean, I just wanted to feel loved like everyone else wants<br>and I was a broken kid,&#8221; says Dockter. </p> <p>Finally, after three years of living on the streets, he went to his parents for help and began a new life attending Teen Challenge in Colorado. Today, he has his own home, a wife, and a car&#8211;all things to be proud of.</p> <p>&#8220;God&#8217;s just been blessing us… and still blessing us with our job and that&#8217;s even being able to help others as well so I just thank God for everything He&#8217;s done,&#8221; says Dockter. </p> <p>He says while being in recovery he&#8217;s learned self-worth, self-control and how to live a life of service<br>and now gives back to others by handing out blankets to the homeless. It&#8217;s all come full circle for Jacob. We can do some more skill development,&rdquo; Bison men&rsquo;s basketball coach Dave Richman said. &ldquo;Ultimately, we can still get out there and compete a little bit. We have a group that are very excited about it. I think its a group that&rsquo;s talented but anyone can pull up our roster and a box score to see we have inexperience and we need to take advantage of every developmental period that we can.&rdquo;</p> <p>&ldquo;We just haven&rsquo;t had a lot of time with these guys. As a first responder you never know how severe a call may be before arriving, that&#8217;s why Karolin [&#8230;] <p>Day in and day out authorities are working to keep the public safe, oftentimes, that includes simulating specific scenarios to ensure the best response.</p> <p>KX News, got up close as officials conducted a Hazardous Material Accident Simulation.</p> <p>As a first responder you never know how severe a call may be before arriving, that&#8217;s why Karolin Jappe with the McKenzie County Emergency Management team is making sure responders are always on top of their game.</p> <p>&#8220;Every few years we try to do a full-scale exercise within the county that brings all the different fire departments, quick response units, ambulances together, law enforcement to do a drill that&#8217;s larger than normal.&#8221; Emergency Manager McKenzie County Karolin Jappe said.</p> <p>Heartland Consulting and a grant from the North Dakota Department of Emergency Services help to make these types of events possible.</p> <p>&#8220;We want to test our capabilities out to see where we need to improve, where we do good, where we may need a little help, what&#8217;re we missing, what can we bring to the table, what resources don&#8217;t we have and what we could use,&#8221; she said.</p> <p>Jappe says about 6-months of planning went into making the hazardous material accident as real as possible with realistic blood and actual People. Levi Bachmeier, the business manager at West Fargo Public Schools was in attendance and petitioned against the assessment on 63rd. &#8220;Lower the amount being assessed against the district, and being able to come up with an amount that is justifiable... <!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN" "http://www.w3.org/TR/REC-html40/loose.dtd"> <html><head></head><body><div class="field59-video"><iframe src="//player.field59.com/v4/vp/KVRR/d0fb53fc71e661a8fc0758f548c07c51f3096180.html?full=y" frameborder="0" allowfullscreen></iframe></div> <p>HORACE, N.D.&ndash; The meeting was to protest special assessments related to projects currently in plan by the city of Horace.</p> <p>Levi Bachmeier, the business manager at West Fargo Public Schools was in attendance and petitioned against the assessment on 63rd.</p> <p>&ldquo;Lower the amount being assessed against the district, and being able to come up with an amount that is justifiable to the school board and to the taxpayers of the district,&rdquo; said West Fargo Public School Business Manager Levi Bachmeier.</p> <p>Three of the four projects have an assessment percentage of 150, while the other has an assessment percentage of 100.</p> <p>A cost that will be passed on to taxpayers.</p> <p>&ldquo;Hardwood to Reiler&rsquo;s Acres, West Fargo, parts of Fargo that reside within the district boundaries, obviously the community of Horace and any place, any taxpayer that resides or sends their children to West Fargo Public Schools are affected by this decision,&rdquo; &nbsp;Bachmeier said.</p> <p>Many of the people in attendance felt frustrated, mainly because most didn&rsquo;t know or didn&rsquo;t agree with the projects in the first place.</p> <p>&ldquo;They&rsquo;re doing projects, they&rsquo;re building things, they&rsquo;re fixing things, they&rsquo;re upgrading things that they don&rsquo;t need to upgrade, but then they&rsquo;re charging us for it after the fact,&rdquo; Horace resident&nbsp;Brent Hansen said.</p> <p>Some also blamed the city&rsquo;s lack of communication regarding any upcoming projects and construction.</p> <p>&ldquo;We want to be notified prior to any developments prior to any projects going on,&rdquo; Hansen said.</p> <p>Others disagree.</p> <p>&ldquo;There were meetings for that and it was clarified. As did Kenmare, Dickinson and Bismarck Police Departments and the North Dakota Highway Patrol.</p> <p>&#8220;Everybody that&#8217;s trained this week, they&#8217;re going to be qualified to go back to their departments or their areas and train other law enforcement in those areas on how to use the receiver,&#8221; said Sgt. Wade Kadrmas, with the North Dakota Highway Patrol.</p> <p>Law enforcement agencies across the state are expected to save hours on missing person searches as the average time to locate someone with the Project Lifesaver transmitter is 30 minutes.</p> <p>&#8220;The traditional search here now would be to go out and do a grid search. You know, you&#8217;re out looking, you&#8217;ve got a description of the person. You&#8217;re going out and it&#8217;s all using your eyes trying to find somebody. Miller said as of Thursday, Sept. 17, students in grades 9-12 will be [&#8230;] <p>Hazen Superintendent Ken Miller and Beulah Superintendent Travis Jordan sat together for a livestream on Thursday to provide updates with the community on COVID-19 in their districts.</p> <p>They were joined by Aaron Garman, the medical director from Coal Country Community Health Center.</p> <p>Miller said as of Thursday, Sept. 17, students in grades 9-12 will be doing 100% distance learning while students in grades K-8 will still learn face-to-face.</p> <p>During the video, Miller explained the change was due to the number of positive COVID-19 cases, quarantined staff members and students in grades 9-12 missing school because they weren&#8217;t feeling well, whether from COVID-19 symptoms or not.</p> <p>To date, Miller says five high school employees have tested positive, nine staff are quarantined, 22 high school students were out sick (whether from COVID-19 symptoms or not) and 28 high school students were quarantined.</p> <p>He says because they can&#8217;t fill the 14 staff spots and out of concern of students who are out sick, the switch to distance learning for the high school was a must to &#8220;get everyone healthy again.&#8221;</p> <p>A message sent to Hazen families and shared with KX News says the high school will resume face-to-face learning on Oct. 1.</p> <p>Because of the high school closure, extracurricular activities will also be suspended until Oct. 1, meaning there will be no practice or competitions for high school students. Students in grades K-8 will continue their regular activities.</p> <p>As for Beulah, Jordan says the four days of face-to-face learning (Mondays through Thursdays) and one day of distance learning (Fridays) is &#8220;going fairly well.&#8221;</p> <p>He said in the video that between 50-60 staff and students are in quarantine, two staff members tested positive for COVID-19 and there are &#8220;a few&#8221; positive students. There are no teachers in quarantine.</p> <p>Jordan says they&#8217;re continuing their current learning plan.</p> <p>When Garman asked about their biggest frustration is with schools being open, Miller says it&#8217;s the difference between what people are doing in school compared to what they&#8217;re doing in the evenings.</p> <p>He said at school, kids and staff are &#8220;great&#8221; at distancing and wearing masks when they can&#8217;t distance, but when school is over and everyone goes to activities or the store, some &#8220;kinda forget the reason why we&#8217;re doing the things we&#8217;re doing.&#8221;</p> <p>Jordan agreed.</p> <p>He said at school, kids do well with wearing masks and it upsets him that kids are missing out on social aspects of school. [&#8230;] <p>When a parent is put behind bars for any length of time, the ability to repair, or even maintain relationships, with their kids is compromised.</p> <p>Now, it&#8217;s even more complicated.</p> <p>In-person visits have been suspended for months at the Department of Corrections and Rehabilitation facilities, and it will stay that way for the foreseeable future.</p> <p>To make things a little easier, the DOCR partnered with Securus Technologies to give out free communication for incarcerated parents this week.</p> <p>On a normal day, this communication is available via letters, email, phone calls and even video chat. But that comes at a price, and although $5 for a 20-minute video session might not seem like much, it can be for someone behind bars.</p> <p>However, during the pandemic, inmates currently get one free monthly video chat, two phone calls and two stamps a week.</p> <p>&#8220;I think we really have to remember that people who are incarcerated are coming back to our communities. Most of them are coming back to our communities. The [&#8230;] <p>Last month we sat down with Sheriff Kelly Leben about a big strain on the Burleigh-Morton Detention Center caused by a pandemic era policy from the Department of Corrections and Rehabilitation.</p> <p>But Sheriff Leben isn&#8217;t alone.</p> <p>Six months ago, the DOCR stopped taking inmates into any of its facilities, including prisons and transition centers. The result: county jails are housing state inmates.</p> <p>Although the DOCR is now allowing some to return, North Dakota counties are fronting the cost, paid by your tax dollars.</p> <p>&#8220;If you have a really high medical need in your jail that really isn&#8217;t supposed to be your cost, it&#8217;s the state&#8217;s cost, it could be devastating to a county budget,&#8221; said Donnell Preskey Hushka, the Executive Director of the North Dakota Sheriff and Deputies Association.</p> <p>So far, state-sentenced inmates have cost North Dakota counties close to $1.5 million. Preskey Hushka says it&#8217;s not just the bigger county facilities like the Burleigh-Morton or Ward County jails.</p> <p>&#8220;And for some of those small counties that really don&#8217;t have a lot of beds, this is probably even more of an impact to them,&#8221; she added.</p> <p>Preskey Hushka has been tracking how many state inmates are in jails since the DOCR&#8217;s policy took effect in mid-March. The peak was in mid-July, with 155 inmates at once. Altogether, there have been 387 extra inmates sitting in county facilities.</p> <p>&#8220;The Department of Corrections population has gone down 299 inmates, so they&#8217;ve reduced their population. But at the same time, the counties have increased their population. We&#8217;re currently up 44 inmates from where we were before the coronavirus pandemic,&#8221; Preskey Hushka explained.</p> <p>The DOCR has been bringing in about 90 male inmates and about 19 females each month for the past couple of months, easing the burden a little.</p> <p>During a legislative budget meeting Thursday, the DOCR Director of Transitional Planning Services told lawmakers that the DOCR has reimbursed counties to the tune of $971,000 out of the about $1.5 million using CARES Act dollars.</p> <p>When asked if the DOCR will continue to reimburse counties, Director of Transitional Planning Services Steve Hall responded, &#8220;As long as there&#8217;s funding available, and hopefully, as we progress, maybe we can get kinda back to business as normal.&#8221;</p> <p>But, it&#8217;s unclear when that will be.</p> <p>&#8220;Until we have a vaccine in place, this might be our standard operating procedure,&#8221; Hall said.</p> <p>&#8220;You&#8217;ve been in a prison, you&#8217;ve been in a jail, you know what the housing is like, but our counties have those same concerns,&#8221; Preskey Hushka concluded.</p> <p>Preskey Hushka says the Sheriff and Deputies Association along with lawmakers and other government officials are working on some resolutions to take that burden back off of the counties.</p> <p>She says that should be expected in the next few weeks.</p>
