Through animated videos and ancillary learning material developed specifically for younger audiences, the program aims to educate children about how to recognize inappropriate behavior, including how to distinguish between safe and unsafe touches, and what to do when confronted with abusive behavior.</p> <p>The program has been developed and scripted by child advocates, psychologists, and national scholars and tested at various stages of development with students, teachers, school administrators, parents, and experts in the field of child abuse. The videos are separated into two age and grade groups: kindergarten through third grade and fourth grade through sixth.</p> <p>Jon R. Conte, Ph.D. Professor Emeritus at the University of Washington and Director of the Joshua Center for the Prevention of Child Sexual Abuse who assisted in the development of the series notes: “Few things are as clear in efforts to prevent sexual abuse as is the importance of providing children with the knowledge and skills to identify risk situations and to avoid, escape, or disclose abuse before it happens or after it happens once. This partnership will greatly expand the number of children, and those who love them, with information to help them prevent abuse. No other prevention method is known to be as affective.”</p> <p>In the animated lessons, the normally complex facets of abuse prevention and intervention focus on two basic elements: children must understand and recognize abuse, and they must feel empowered to say “no” any time they are made to feel uncomfortable. In addition to the videos, the program comes with age and grade-appropriate learning materials and printable extension lessons, designed to foster fundamental understanding of the initiative’s core teachings.</p> <p>“The ‘Protect Yourself Rules’ campaign has reached millions of children across the country since it launched over two years ago,” explained John Thoresen, Chief Executive of the Foundation and the Barbara Sinatra Center for Abused Children. “We are so proud to be working with the Boy Scouts of America to expand the reach and impact of this critically important initiative.”</p> <p>Barbara Sinatra Center began development of the “Protect Yourself Rules” in early 2015 and formed a partnership with Boy Scouts of America in 2019, expanding access to these educational resources to millions of young children across the nation. The Center’s video content and lesson plans will build upon and enhance existing programming Boy Scouts of America utilizes to promote personal safety and youth protection that the organization first introduced to the Scouting community in 1986, a groundbreaking step at the time intended to help keep children safe.</p> <p>“It is a privilege and honor to help prepare youth for their futures through our nation’s foremost program of character development and values-based leadership training.  This comes with an important duty: as an organization, we are focused on keeping children safe, supported and protected,” said Michael Surbaugh, Chief Scout Executive of the Boy Scouts of America.  “Our partnership with the Barbara Sinatra Children’s Center is an important example of one of the many steps we take to regularly update our efforts to ensure we are doing everything we can to protect youth.”</p> <p>In support of its youth education and protection efforts, “Protect Yourself Rules” is also endorsed by: National YMCA, National Rural Health Educators, Association of American Educators, National Association of School Psychologists. We live in an unbelievable place, and this July, Scouts from around the world will be able to see for themselves why West Virginia is Almost Heaven.”</em></p> <p>The World Scout Jamboree is the largest outdoor educational event organized by the Scout Movement, gathering as many as 50,000 Scouts and leaders every four years from 169 National Scout Organizations.  A staff of 9,000 volunteers will deliver a life-changing experience to the Scouts from around the globe to the world’s most sustainable campsite, the 10,000-acre Summit Bechtel Reserve in West Virginia for this once-in-a-lifetime event from July 22 to August 2, 2019.</p> <p><em>“Looking across the Jamboree landscape, we are blessed with a world-class site that will be staffed by a world-class team and supported by the most hospitable community in the U.S.,” noted 2019 World Scout Jamboree co-chair Scott Sorrells. “The next 100 days will be a time of great activity and excitement as enthusiasm from Scouts around the world drives us to deliver an unprecedented event.”</em></p> <p>Celebrating collaboration and partnership, the World Organization of the Scout Movement, based in Kuala Lumpur, Malaysia, selected Scouts Canada, Asociación de Scouts de México and the Boy Scouts of America to co-host the 2019 World Scout Jamboree. The youth bid team, known as the Dream Team, chose “Unlock a New World” as the event theme to highlight the new adventures, cultures and friendships that will be shared by Scouts from around the world during the twelve-day event.</p> <p><em>“It is my honor to help welcome the world of Scouting to West Virginia for the 2019 World Scout Jamboree,” said U.S. Senator Joe Manchin. “I look forward to seeing the great recognition the 2019 World Scout Jamboree will bring to West Virginia. The Summit Bechtel Reserve is the type of investment that West Virginia needs, and I will continue to advocate for investments like this.”</em></p> <p>The 2019 World Scout Jamboree will include a wide variety of outdoor adventure activities in a camping environment. The Summit Bechtel Reserve is the most advanced adventure facility for youth in the world.  Participants may choose from nearly 50 “wild and wonderful” adventures such as whitewater rafting, zip lining, rock climbing, skateboarding and mountain biking.</p> <p><em>“What an incredible opportunity to showcase the wild and wonderful beauty of West Virginia on a global scale! As Scouts from around the world come visit Summit Bechtel Reserve, raft down the New River Gorge, and hike the Appalachian mountains, I have no doubt they’ll learn so much about leadership, character, and achievement; and I’m certain they’ll want to return again and again,” noted U.S. Senator Shelley Moore Capito.</em></p> <p>The World Scout Jamboree offers an inviting atmosphere of mutual respect and understanding and fosters a social interaction and engagement among Scouts from different cultures, this is a hallmark of the Jamboree experience.  Above all, the 2019 World Scout Jamboree is an educational event that brings together the world’s young people to promote peace, mutual understanding and to develop leadership and life skills.</p> <p>The 24<sup>th</sup> World Scout Jamboree will feature the hallmarks of past world jamborees, including:</p> <ul> <li>The Global Development Village (GDV) is an interactive space designed to raise awareness of global issues, encouraging Scouts to create a better world. The GDV’s focus will be on the United Nations Sustainable Development Goals.</li> <li>Centro Mondial is an educational area with three components: Faith &amp; Beliefs, Living in the 21<sup>st</sup> Century and the North American Dream.</li> <li>World Point will be hub of excitement and activity during the 24th World Scout Jamboree. Here, National Scout Organizations are encouraged to highlight their culture and demonstrate the uniqueness of their countries. Today, the program released the findings of its Career Interest Survey, offering insight into the aspirations of the future workforce. This year revealed several year-over-year changes – STEM professions moved up, claiming the top three careers youth are most interested in, and entertainment careers dropped from the top 10 list completely.</p> <p>The survey, which helps Exploring develop real-life job experiences that combine student interests with in-demand career opportunities, was fielded in 2017 to more than 32,000 students from 8<sup>th</sup> through 12<sup>th</sup> grades. More than 200 career options were offered to enable a broad view of student interests – and an indicator as to where talent gaps may appear in the years ahead.</p> <p>The top 10 list of most popular careers got quite a shakeup in 2017. Overall, interest in STEM-related professions, including health-care careers, jumped to 52 percent in 2017, versus 45 percent <a href="https://www.scoutingnewsroom.org/press-releases/survey-reveals-career-interests-future-u-s-workforce/" target="_blank" rel="nofollow noopener">in 2016</a>, with interest shifting away from pop-culture careers. For instance, physician and computer programmer replaced professional athlete and artist for the second- and third-place positions. Through team work, experiments, and exciting topics, the <a href="https://stemscouts.org/" target="_blank" rel="noopener">STEM Scouts program</a> is helping these young geniuses develop character, leadership, and academic strengths they’ll use long after their school days are behind them.</p> <p>Teacher and STEM Scouts lab leader Diana Robles knows the importance of a curriculum that teaches kids in a way that’s both fun and relevant to modern science, and with the help of the STEM Scouts program, she’s filling that need for her students. In a recent interview with<em> <a href="http://www.fios1news.com/newjersey/" target="_blank" rel="noopener">FiOS1 News,</a></em> she explained how this updated approach to learning augments her teaching and helps her students.</p> <p>“As we know, we live in a very technology-driven world, so we need to make sure that we are adapting our teaching methods to meet the needs of the changes that are going on around us so that we can really prepare these kids for the future.”</p> <p>The STEM Scouts program, which is offered to boys and girls from elementary to high school, teaches science, technology, engineering, and math in a fun and engaging way though learning modules. As pictured in the video below, the “What’s the Matter?” module teaches students about the states of matter though discussions and fun experiments with solids, liquids, and gasses, and how they can change.</p> <p>According to Robles, the benefits of the STEM Scouts curriculum don’t end in academia. You hope for safe conditions, but when the skills are needed, they can mean the difference between life and death. Such was the case for Scouts from the <a href="http://www.pathwaytoadventure.org/" target="_blank" rel="noopener">Pathway to Adventure Council</a>&#8216;s Troop 93 of Lake Zurich, IL when they helped save two motorcycle riders near their hiking site.</p> <p>On June 27, the Scouts were hiking the Sunday Gulch Trail in South Dakota when they heard a motorcycle slide off the road nearby. Five of the Scouts &#8211; Jacob, Seanan, Liam, Matthew, Mark &#8211; and Scoutmaster Burke immediately ran to the scene to help the two victims that were trapped under the motorcycle.</p> <p>The fast-acting Scouts lifted the Harley-Davidson off the unconscious riders and stayed on the scene to provide first responder assistance and divert traffic. Being prepared for these situations makes it possible to act carefully, swiftly and as calmly as possible. Which is exactly what 15-year-old Life Scout Ian B. of the <a href="https://tidewaterbsa.com/" target="_blank" rel="noopener">Tidewater Council</a> did when he noticed a capsized boat on the Pasquotank River on September 15, 2017.</p> <p>Ian was participating in a sailing program at the Northeast Academy for Aerospace and Advanced Technologies when the weather quickly became overcast and windy. The weather became so dangerous that Ian and his classmates brought the boat to shore.</p> <p>Soon after docking, a capsized boat caught his eye in the distance with no visible sailor present. The sailing instructor was nearly 45 minutes away, so Ian knew he had to act fast. He dove into the water and swam 150 yards to the scene.</p> <p>The Scout found 14-year-old Saige M. alongside the boat in distress with an improperly fastened life jacket. Ian correctly fastened the jacket, quickly making the struggling teen more comfortable. He then instructed Saige to float on her back while he grabbed the bow line of the boat and back strap of her jacket to tow both to shore.</p> <p>The brave Life Scout was awarded the Honor Medal for his incredible lifesaving feat. A few days ago, the Morris Creek fire was discovered in the southern portion of the Ranch. This was part of the area being considered for alternative trek routes that had to be re-routed due the damage sustained in the Ute Park Fire, which forced the cancellation of the first part of the season. Because of the Morris Creek fire, these alternate trek routes have now been eliminated. Additionally, two new fires have been reported in northern New Mexico and southern Colorado that highlight the continued high fire danger in the area, which is currently experiencing exceptional drought – the most severe classification associated with water shortages.</p> <p>Over the next few days, our staff will be contacting the lead advisor or contingent leader of affected crews confirming the refund, offering a trek at Philmont for the 2020 season, and answering any questions. Please wait and allow the Philmont team to contact your crew – your assistance will help make sure that Philmont phone lines remain open.</p> <p>The Philmont ranger motto is “scramble – be flexible,” and our inspiring staff is living up to that spirit. Although they expected to be delivering backcountry adventures to Scouts and Scouters this summer, they have enthusiastically taken on the difficult work that needs to be done, ensuring that we will be ready to fully re-open next year. We are humbled and thankful for their willingness to roll up their sleeves, pitch in and meet the challenges we have faced; truly, they reflect the very best on Scouting and our nation’s youth.</p> <p>As difficult as this situation has been for our Philmont family and for Scouts across our country, we have been truly inspired by the incredible perseverance and commitment shown by our staff, the resourcefulness displayed by displaced crews to find other summer adventures, and the understanding and good wishes from thousands of Scouts and Scouters from around the world.</p> <p>We thank you for your continued understanding, your support, and your cooperation.</p> <p><strong><u>FAQ</u></strong></p> <p><strong>Q: Does this mean that Philmont Scout Ranch will be closed this summer?</strong></p> <p>No, this closure applies only to Philmont’s backcountry programs.  Philmont’s Camping Headquarters and Base Camp area, the Philmont Training Center, the new National Scouting Museum, the Chase Ranch, and the Kit Carson Museum at Rayado will remain open all summer.  Training courses at the Philmont Training Center and the National Advanced Youth Leadership Experience (NAYLE) will proceed as scheduled.  This decision does not affect Philmont’s fall programs, including Autumn Adventure and fall PTC training conferences.</p> <p><strong>Q: Which programs are affected by the closure?</strong></p> <p>The following programs scheduled for this summer are cancelled:  7- and 12-day treks; and individual backcountry programs, including Rayado, ROCS, Trail Crew, STEM and Ranch Hands.</p> <p><strong>Q: Will refunds be issued to the affected crews?</strong></p> <p>Yes, refund checks for all affected crews will be sent to the lead contact advisor on Monday, July 9, 2018.</p> <p><strong>Q: Will affected crews be offered high adventure opportunities elsewhere?</strong></p> <p class="p1"><span class="s1">We will encourage crews to attend programs that still have capacity. They also love the thrill of seeing a Pinewood Derby car go flying down the track as part of the activities and experiences offered by their local Cub Scout pack.</p> <p>But until recently, only one of Hall&#8217;s children could officially participate — his son, Joshua.</p> <p>This left his daughter, Samya, on the sidelines. As he told a reporter with Spokane, Washington&#8217;s, KREM 2 News (story featured courtesy of <a href="http://www.ktvb.com/article/news/local/spokane-valley-dad-forming-boy-scouts-troop-for-girls/277-527902229" target="_blank" rel="noopener">7KTVB.com</a>) this was unacceptable to his adventurous daughter.</p> <p>“She loved camping with the family and she was wondering, ‘Why does he get to go to summer camp? Why does he get to do all of these fun things? Why does he get to make those Pinewood Derby cars and race them?’” said Hall, who serves as an adult volunteer.</p> <p>Thanks to the <a href="https://www.scoutingnewsroom.org/press-releases/bsa-expands-programs-welcome-girls-cub-scouts-highest-rank-eagle-scout/" target="_blank" rel="noopener">BSA&#8217;s historic announcement</a> last fall that the organization would begin accepting girls into the Cub Scouts program in 2018 and older girls for a new program in 2019, Samya will soon have the option to officially join the program she has been viewing from afar for years.</p> <p>“Lo and behold, I found out that there was actually discussion happening at the national level for Boy Scouts about that possibility,&#8221; Hall said. &#8220;And I was like, &#8216;Oh great! That mission &#8211; to bring joy to children in his community and achieve his dream of becoming an Eagle Scout.</p> <p>&#8220;That&#8217;s been my goal since I was 5-years-old,&#8221; Life Scout Garret B. shared with <a href="http://www.kswo.com/story/38406167/life-scouts-eagle-project-focuses-on-showing-east-texas-kids-theyre-cared-for" target="_blank" rel="noopener">KSWO ABC 7 News</a>. &#8220;To be an Eagle Scout, and that&#8217;s what I&#8217;m trying to accomplish.&#8221;</p> <p>The Scout is spearheading a project in which he is creating &#8220;blessing bags&#8221; filled with toys, snacks, books and other gifts for kids attending a local camp in his Tyler, Texas, community.</p> <p>&#8220;The bags aren&#8217;t going to change anyone&#8217;s life,&#8221; he humbly remarked. &#8220;But we really want to show kids, ya know, they&#8217;re special, and that people are thinking about them.&#8221;</p> <p>Garret was inspired to develop the project after he served on mission trips with his church. Photo credit: WSB-TV 2 Atlanta</p></div> <p>Thanks to a young man&#8217;s quick-thinking and emergency training in Scouting, a mother is alive and well today after her son jumped into action to save her.</p> <p>Scout Conner G. acted without a moment to lose when his mother suffered a heart attack and needed immediate assistance.</p> <p>Connor&#8217;s mother, Christie, asked her son call 911 and he the quickly got on the phone with operator Karnia Lake, who says this was her first emergency call on the job.</p> <p>&#8220;Sometimes that’s how you learn. That’s the best way to learn, is to jump into the deep end,&#8221; Lake shared with <a href="https://www.wsbtv.com/news/local/9-year-old-boy-honored-for-saving-his-mother-s-life/768561612" target="_blank" rel="noopener">WSB-TV 2 Atlanta</a>.</p> <p>Just as a Scout is trained, Connor remained calm through the entire experience, relaying instructions from the operator to his mother. Paramedics were soon at the scene to render aid.</p> <p>Christie looks back at the incident still in shock over what happened.</p> <p>&#8220;Just the reality of it. The Philmont Training Center expects to welcome back participants beginning with Philmont Family Adventure on June 24, 2018.</p> <p>The NAYLE program, which takes place at Rayado Ridge Leadership Camp seven miles south of the Philmont Base Camp and is unaffected by the Ute Park Fire, will go on as scheduled.</p> <p>Over the next few days, we will be contacting the lead advisor or contingent leader of all crews that are impacted by this decision, starting with those that are scheduled to arrive first, as well as affected PTC coordinators. Thankfully, youth members have not yet arrived at Philmont for the summer so there are no youth participants on-site.</p> <p>Our Philmont staff are now back on the unaffected areas of the Ranch with the clearance of the authorities overseeing the situation after having been previously evacuated. All are safe and in good spirits. Additionally, livestock have also been moved to unaffected areas of the Ranch and are safe.</p> <p>Currently, there are numerous resources from local, state and federal partners working to suppress this fire on the ground with support from multiple aerial firefighters. Additional incident management resources have also arrived to reinforce operations.</p> <p>Damage assessments are difficult to assess currently, so we don&#8217;t know the total toll the fire has taken on structures and facilities.</p> <p>We are thankful that no staff have been harmed, and for the outpouring of support from the community in response to this incident. Our thoughts are focused on the wellbeing of those responding to contain the Ute Park fire. Photo credit: KRQE</p></div> <p>A young man with a passion for helping animals came up with a novel idea to make living conditions for animals at the Albuquerque Biopark Zoo more comfortable. These Scouts are like many others around the nation who use this opportunity to honor the sacrifice of these individuals ahead of Memorial Day.</p> <p>As the Scouts from the <a href="https://www.cpcbsa.org/" target="_blank" rel="noopener">Cascade Pacific Council</a> of the BSA place each flag, they say a word of thanks to the service members, just as they have for decades. And while the reverence and respect are the same as years past, what&#8217;s different this time around is that the Cub Scout boys are joined by Cub Scout girls.</p> <p>&#8220;It is amazing, and being able to do it now with both of them as Cub Scouts is even more awesome,&#8221; said Jenny, the mother of a Cub Scout son and daughter. &#8220;It&#8217;s the one thing we look forward to every single year. The BSA is focused on directing our energy to all our youth and families around the values found in the Scout Oath and Law and what we do best </span><span class="s2">–</span><span class="s1"> </span><span class="s2">character, </span><span class="s1">outdoor adventure </span><span class="s2">and leadership</span><span class="s1">.</span><span class="s1"> </span></p> <p class="p1"><span class="s1">The World Scout Jamboree is an official program of the World Organization of the Scout Movement. As a world Scouting event, WOSM previously established the requirements and guidelines.</span></p> <p class="p1"><span class="s1">The World Scout Committee of the World Organization of the Scout Movement has offered the following clarification:</span><span class="s1"> </span></p> <p class="p1"><em><span class="s1">The 2019 World Scout Jamboree will focus Scouts from around the world on personal development, faith and beliefs, sustainability, adventure and other topics that cross cultural lines. Scouting&#8217;s founder Lord Baden-Powell of Great Britain believed that bringing youth of the world together would help foster greater cultural awareness, acceptance and cooperation.</span><span class="s1"> </span></em></p> <p class="p1"><em><span class="s1">The 2019 World Scout Jamboree is being planned with this spirit in mind and planning is currently underway between the World Organization of the Scout Movement (WOSM) and the three National Scout Organizations who are co-hosting the event &#8211; Scouts Canada, the Scout Association of Mexico and the Boy Scouts of America.</span><span class="s1"> </span></em></p> <p class="p1"><em><span class="s1">The World Scout Jamboree organizing team has worked with the co-host countries to align these previously set requirements, which have been in existence for more than two World Scout Jamborees, in a manner that is respectful to local laws and preferences.</span></em></p> <p class="p1"><em><span class="s1">Given that the vast majority of the attendees, adults and youth, male and female, will be from all over the world, the 2019 World Scout Jamboree host countries arranged with WOSM so that the host facility could adhere to the existing health requirements developed to address the needs of international health norms in a manner more aligned with local practices. But some opportunities in Scouting take reaching new heights to a literal extent, like the Scouts from the <a href="http://www.seattlebsa.org/" target="_blank" rel="noopener">Chief Seattle Council</a> who launched a high-altitude balloon project more than 100,000 feet up.</p> <p>&#8220;My favorite part was chasing the balloon. The overall running after it, trying to figure out where it went,&#8221; said Max R., a member of Scout Troop 544 and seventh-grader, to <a href="http://pamplinmedia.com/go/42-news/395332-288078-boy-scouts-troop-launches-high-altitude-balloon-" target="_blank" rel="noopener">The Outlook</a>.</p> <p>Thanks to the idea from their Scoutmaster, Phil Foss, the troop learned about the importance of STEM subjects (science, technology, engineering and math) while constructing a project that would send a helium-filled balloon into the stratosphere.</p> <p>&#8220;We started the STEM (science, technology, engineering and math) program for the troop. We wanted something really interesting for them. We have to compete with screens now. And this project goes back to traditional Scouting values,&#8221; Foss said.</p> <p>Though Foss introduced the idea, he says the Scouts brought the project to life. The project also allowed the Scouts to earn up to nine merit badges in the process.</p> <p>&#8220;They brainstormed different packaging, a bucket, a wooden frame and finally decided on a styrofoam cooler,&#8221; Foss said. &#8220;They also needed to plan a &#8216;power budget.&#8217; They needed a battery that was not too heavy, but would also power the equipment the length of the flight.&#8221;</p> <p class="p1"><span class="s1">The Scouts were also conscientious about safety throughout the entire process. They had to design the apparatus and meet safety requirements of the Federal Aviation Administration.</span></p> <p>Both the kids and adults were excited by the project, with special interest in the photographs the balloon was able to capture. While Scouting remains a beloved program for many LDS families, the Church has decided to pursue programming that helps it meet the needs of their increasingly global membership and will no longer charter units after December 31, 2019. We jointly express our gratitude to the thousands of Scout leaders who have selflessly served over the years in Church-sponsored Scouting units and wish the Church all the best as it prepares to introduce the new program in 2020.</p> <p>There are many religiously-affiliated programs that are offered alongside Scouting, and as such, we are confident that many LDS Scouting families will go on to enjoy Scouting for years to come &#8211; continuing the legacy of LDS youth who have become Eagle Scouts and community leaders.
