Mosby signed a Memorandum of Understanding (MOU) to collaborate on the creation of an EPA/BSA special award to be awarded as part of a new environmental education awards and recognition program.</p> <p>“I was an Eagle Scout growing up in Ohio, and I can definitely say scouting is where I learned to love the environment,” said EPA Administrator Andrew Wheeler. “This award program challenges Scouts to earn multiple environment-related merit badges in the areas of animal study, outdoor activity, Earth science, and Public Health, and increases awareness of EPA’s accomplishments during its first 50 years.”</p> <p>“Since the very beginning of the Boy Scouts of America, conservation and environmental studies have been an integral part of our program. Scouts have provided service to their communities and to our country by helping to conserve wildlife, energy, forests, soil and water,” said Boy Scouts of America President and CEO Roger C. Mosby<strong>.</strong> “We are proud to sign the first-ever Memorandum of Understanding with the Environmental Protection Agency so that we can continue to challenge and empower Scouts to learn more about and care for the world around them.”</p> <p>“For 110 years, the Boy Scouts of America have used the outdoors as a classroom to educate youth and adults on the importance of being good stewards of our natural resources.  This partnership with the Environmental Protection Agency will have a positive impact on thousands of youth and our environment,&#8221; said Boy Scouts of America National Capital Area Council Scout Executive &amp; CEO Craig Poland.</p> <p>Aligned with EPA’s 50th Anniversary Commemoration, the program includes several activities that help to fulfill EPA’s obligations under the 1990 National Environmental Education Act to promote environmental education and to provide national leadership to increase environmental literacy.</p> <p>The EPA-sponsored award will challenge Scouts to learn about, explore, and conserve the world around them as part of an awareness campaign to educate the public about EPA’s accomplishment during its first 50 years and develop the vision for the next 50 years. The program will also provide EPA with opportunities to educate BSA member councils and leadership about priority initiatives including Trash Free Waters, Winning on Reducing Food Waste, and Healthy Schools<strong>.</strong></p> <p>The program will introduce Scouts to the breadth of EPA’s involvement in environmental protection and conservation, combining a variety of disciplines including earth sciences, animal studies, outdoor activities, and public health. To receive the EPA award, Scouts must first receive merit badges in each of these four areas and participate in an environmental/public health community service project, totaling at least six hours, as part of an approved Scouting program. 2020) &#8211; Scouts across the country will build on the tradition of honoring our nation’s fallen heroes this Memorial Day by posting public tributes to our veterans in partnership with the National Cemetery Administration, an agency within the U.S. Department of Veterans Affairs.</p> <p>This effort will take place through the <a href="https://www.vlm.cem.va.gov/?utm_source=Veterans%20Legacy%20Memorial&amp;utm_campaign=cem" target="_blank" rel="noopener noreferrer">Veterans Legacy Memorial</a> – a digital memorial that houses a profile for each of the 3.7 million veterans interred in one of more than 140 national cemeteries.</p> <p>Among those fallen heroes are veterans who have passed away during the COVID-19 pandemic – at a time when customary services and funeral honors cannot safely be performed. The names of those veterans are listed on the<a href="https://www.blogs.va.gov/VAntage/roll-of-honor/" target="_blank" rel="noopener noreferrer"> Veterans Affairs Roll of Honor</a> webpage, which is updated daily and includes their branch of service and location of burial.</p> <p>“Our Scouts learn the importance of duty to country and of honoring the people who served it through the values outlined in the Scout Oath and Law,” said Boy Scouts of America CEO Roger Mosby, a U.S. Navy veteran. “It is our privilege to work with the Department of Veterans Affairs to show our gratitude to fallen service members who otherwise may not receive the attention they deserve during this trying time for our country.”</p> <p>Scouts will also participate in the National Moment of Remembrance at 3:00 p.m. local time on Memorial Day by saluting the American flag at their home in full Scouting uniform and saying the name of a fallen service member as they would if placing a flag at a grave. At 3:01 p.m., Scouting buglers and horn players nationwide will then perform “Taps,” the melody traditionally played at U.S. military funerals. From camp-style cooking to campfire singalongs, this virtual event will bring the best parts of Scouting to life through a variety of activities for all to enjoy from their living room or backyard – even for families whose children are not currently in Scouting.</p> <p>“We are bringing the excitement of Scouting and the outdoors to families that are adjusting to the great indoors together,” said April McMillan, Ph.D., the National Director of Program for the Boy Scouts of America. “This Camp-In will be a source of entertainment for families and an opportunity to make memories proving you can still have fun learning and exploring, even while social distancing.”</p> <p>A full schedule of activities awaits families starting at 11:00a.m. EST, with attendees welcome to tune in all day or jump in and out for particular activities. The report, designated in the BSA’s congressional charter, details the impact millions of Scouts and Scouting volunteers have made throughout 2019.</p> <p>“The accomplishments and milestones achieved in 2019 reinforce the important role that Scouting plays in the lives of young people and our communities,” said Roger C. Mosby, President and CEO of the Boy Scouts of America. “From standing up to bullying to recovering hundreds of acres of wilderness after the Ute Park Fire, this past year saw millions of young people join together to improve our communities, through actions big and small, in the past year. I am both inspired and optimistic about what that means for the future of the organization and, more importantly, for our nation.”</p> <p>Being selected as a <em>Report to the Nation</em> delegate from among approximately 2.1 million youth members is an honor for BSA youth. Highlights from the report include:</p> <ul> <li>More than 150,000 young women joined Cub Scouting and Scouts BSA by the end of 2019.</li> <li>Scouts provided more than 13.2 million hours of service to their communities at a value of more than $335 million (based on a national volunteer-hour value of $25.43).</li> <li>A record of 61,353 Scouts earned the Eagle Scout Award, beating the 2012 record. Earning the Eagle Scout rank requires the completion of an extensive service project, which resulted in more than $218 million in community service.</li> <li>Nearly 900,000 Scouts attended BSA high-adventure camps in West Virginia, New Mexico, Minnesota, and Florida, as well as thousands of Scout day and summer camps.</li> <li>In all, Scouts across all programs camped a total of more than 5 million nights during 2019.</li> <li>Scouts earned more than 1.7 million merit badges in 138 different subjects.</li> <li>The co-ed Exploring program celebrated its 70<sup>th</sup> anniversary in 2019, marking decades of helping young people explore future careers, from law enforcement to healthcare, teaching to STEM.</li> <li>For the first time in more than 50 years, the World Scout Jamboree was held in North America, where more than 40,000 attendees from more than 150 nations gathered at the Summit Bechtel Reserve in West Virginia.</li> <li>The iconic Philmont Scout Ranch, which suffered extensive damage from the Ute Park Fire, reopened in 2019 thanks to more than 71,000 hours of service provided by hundreds of Scouts, Venturers, and volunteers. The BSA intends to use the Chapter 11 process to create a Victims Compensation Trust that would provide equitable compensation to victims.</p> <p>Scouting programs, including unit meetings and activities, council events, other Scouting adventures and countless service projects, will continue throughout this process and for many years to come. The BSA fully intends to maintain its commitments to its members, families, volunteer leaders, employees, retirees, donors and alumni to the fullest extent permitted by bankruptcy laws. The organization also will pay its vendors and partners for all goods and services delivered from today forward.</p> <p>Local councils, which provide programming, financial, facility and administrative support to Scouting units in their communities, have not filed for bankruptcy. They are legally separate, distinct and financially independent from the national organization.</p> <p>“The BSA cares deeply about all victims of abuse and sincerely apologizes to anyone who was harmed during their time in Scouting. We are outraged that there have been times when individuals took advantage of our programs to harm innocent children,” said Roger Mosby, President and Chief Executive Officer. “While we know nothing can undo the tragic abuse that victims suffered, we believe the Chapter 11 process – with the proposed Trust structure – will provide equitable compensation to all victims while maintaining the BSA’s important mission.”</p> <p><strong>Establishment of the Victims Compensation Trust and Support for Victims of Abuse</strong></p> <p>The BSA has an important duty to keep children safe, supported and protected while preparing them for their futures, and the organization has every intention of continuing to fulfill these important responsibilities.</p> <p>Tragically, there have been times when individuals took advantage of the BSA’s programs to harm children. The BSA firmly believes that a proposed Victims Compensation Trust structure is the best means of compensating victims in a way that is equitable and protects their identities. The BSA encourages victims to come forward to file a claim as the bankruptcy process moves forward and will provide clear and comprehensive notices about how to do so.</p> <p>The BSA has, for years, funded in-person counseling for any current or former Scout who was a victim of abuse as well as victims’ family members, by a provider of their choice. As an extension of this commitment to supporting victims, the BSA recently announced a partnership with 1in6, a trusted national resource for male survivors, to expand their services so that victims of abuse are able to anonymously access vital support from trained advocates when and how they need it. This is a multiyear commitment, which the BSA feels is an important component of its ongoing efforts to support victims.</p> <p><strong>Maintaining Programming and Upholding Commitments to All Stakeholders</strong></p> <p>Scouting will continue to provide unparalleled programs to young people – keeping them safe, supported and protected as it prepares them for their futures. No proof is required; A victim need only make a request.</p> <p>The BSA recognized, however, that not all victims are ready to seek counseling. Knowing that, the organization started a dialog with one survivor to learn how the BSA could better support victims. That discussion brought to light the critical role of 1in6 services in the lives of some survivors and the potential for that support to help others.</p> <p>“1in6 has been an invaluable resource for me, and I have no doubt that this partnership will help the BSA move even farther in the right direction to support victims and their families,” said Jason Lee, the survivor who first encouraged the partnership. “I’m proud of the BSA for facing this problem head-on, in a public and transparent way.”<br /> Through this partnership, 1in6 has greatly expanded its 24/7 web-based helpline chat service that enables victims to connect instantly with a trained advocate. In 2018, the Boy Scouts of America (BSA) and Coast Guard Auxiliary signed a Memorandum of Agreement (MOA) establishing BSA’s <a href="https://seascout.org/" target="_blank" rel="noopener noreferrer">Sea Scout program</a> as the Auxiliary’s official youth program. The agreement broadens the Auxiliary’s efforts to reach out to young boaters and encourages them to consider Coast Guard and maritime careers.</p> <p>“Designating Sea Scouts as the official youth program of the U.S. Coast Guard Auxiliary is the most important initiative the Auxiliary has ever undertaken. I believe working with our Sea Scout partners will bring new opportunities to both groups,” said Larry King, Auxiliary National Commodore.</p> <p>“Working with the U.S. Coast Guard Auxiliary will give Sea Scouts an opportunity to benefit from Coast Guard seamanship and vocational training, while giving Sea Scouts a unique introduction to the Coast Guard,” said T.W. Cook, Sea Scout National Commodore.</p> <p>Recognizing Sea Scouts as the U.S. Coast Guard Auxiliary’s official youth program provides a number of important benefits, including:</p> <ul> <li>Auxiliary flotillas are encouraged to support existing Sea Scout ships and to establish new Sea Scout ships where there are currently none.</li> <li>Working with Auxiliary members greatly enhances the resources available to youth in the Sea Scout program by engaging more adult leaders with seamanship skills, training and access to vessels into the program</li> <li>All Sea Scouts and leaders are now automatically associate members of the Coast Guard Auxiliary Association. Additionally, any Sea Scout may apply for full Auxiliary membership. A survey of American youth ages 6 to 17, commissioned by the Boy Scouts of America, found that bullying ranked as the top concern for young people on a community, national and global level.</p> <p>The survey asked young Americans to prioritize their top five from a list of roughly 20 issues in the local community, the U.S. and the world. Thirty percent said bullying was one of the problems they most wanted to solve across the globe, and 32% said it was the biggest issue in the country. On a local level, Gen Z ranked bullying (28%), hunger (28%) and care for the elderly (27%) as the top three issues they see themselves helping to improve in their community.</p> <p>From daily good deeds to service projects, the Boy Scouts of America has been actively working to equip kids with the tools they need to counteract bullying throughout their communities and daily lives. All Scouts participate in anti-bullying training and learn to live by the Scout Law, a foundational element of Scouting that includes 12 guiding characteristics that include being helpful, trustworthy and kind. In fact, a 2015 Tufts University study showed children involved in Cub Scouts were significantly more kind and helpful than non-Scouts.</p> <p>“My son is in a local Scouting troop here in Lakeville, Minnesota and it has changed his life,” said Katie Dettmann. Her son Alden has autism. She says Scouts BSA is the first place where her son has not been judged. “It&#8217;s a peer group that’s very accepting and welcoming. He can take risks, try new things and grow with the encouragement and support of his peers.&#8221;</p> <p>“Scouting is one of my favorite things I’ve ever been a part of. I’ve met people from all over the world and I get along with them. We learn so much from each other,” said Alden Dettmann.</p> <p>The desire for inclusivity and kindness resonates well beyond Alden’s family. According to the survey, 86% of young Americans said that not being bullied is a daily priority. And 97% said being kind to others is an important aspect of daily life.</p> <p>Multiple Eagle Scout projects, a substantial service project that’s required to attain the program’s highest rank, have tackled bullying and inclusivity in recent years. One Scout even rallied his community to construct a musical playground that was fully accessible for students with physical or mental challenges. And merit badges offered by Boy Scouts of America, such as Disability Awareness and American Cultures, help kids understand and respect each other’s differences while building character and leadership skills.</p> <p>This desire to help make the world a better place is inherent in Gen Z, according to the study. Seventy-six percent said they believe their generation has the ability to make positive change in the world. In fact, interest in exploration continues to propel Scouts who last year earned more than 175,000 space-related merit badges, including astronomy, engineering, environmental science, geology and space exploration, with the newest Exploration merit badge growing in interest by 60 percent in the last year.</p> <p>For those young men and women and many others, “The Eagle has landed,” – the iconic words proclaimed by Neil Armstrong – hold special meaning as they dream of walking in the footsteps of the famous astronauts of the Apollo 11 mission, especially given the many connections between NASA and Scouting. While it is well known that Eagle Scout Neil Armstrong was the first man to set foot on the Moon, it was fellow NASA astronaut and Eagle Scout Jim Lovell who suggested that the lunar module be named Eagle. And five years before that, in 1964, NASA sent a group of astronauts on geological trips to the BSA’s Philmont Scout Ranch to introduce them to geologic concepts they might find on the Moon. Through animated videos and ancillary learning material developed specifically for younger audiences, the program aims to educate children about how to recognize inappropriate behavior, including how to distinguish between safe and unsafe touches, and what to do when confronted with abusive behavior.</p> <p>The program has been developed and scripted by child advocates, psychologists, and national scholars and tested at various stages of development with students, teachers, school administrators, parents, and experts in the field of child abuse. The videos are separated into two age and grade groups: kindergarten through third grade and fourth grade through sixth.</p> <p>Jon R. Conte, Ph.D. Professor Emeritus at the University of Washington and Director of the Joshua Center for the Prevention of Child Sexual Abuse who assisted in the development of the series notes: “Few things are as clear in efforts to prevent sexual abuse as is the importance of providing children with the knowledge and skills to identify risk situations and to avoid, escape, or disclose abuse before it happens or after it happens once. This partnership will greatly expand the number of children, and those who love them, with information to help them prevent abuse. No other prevention method is known to be as affective.”</p> <p>In the animated lessons, the normally complex facets of abuse prevention and intervention focus on two basic elements: children must understand and recognize abuse, and they must feel empowered to say “no” any time they are made to feel uncomfortable. In addition to the videos, the program comes with age and grade-appropriate learning materials and printable extension lessons, designed to foster fundamental understanding of the initiative’s core teachings.</p> <p>“The ‘Protect Yourself Rules’ campaign has reached millions of children across the country since it launched over two years ago,” explained John Thoresen, Chief Executive of the Foundation and the Barbara Sinatra Center for Abused Children. “We are so proud to be working with the Boy Scouts of America to expand the reach and impact of this critically important initiative.”</p> <p>Barbara Sinatra Center began development of the “Protect Yourself Rules” in early 2015 and formed a partnership with Boy Scouts of America in 2019, expanding access to these educational resources to millions of young children across the nation. We live in an unbelievable place, and this July, Scouts from around the world will be able to see for themselves why West Virginia is Almost Heaven.”</em></p> <p>The World Scout Jamboree is the largest outdoor educational event organized by the Scout Movement, gathering as many as 50,000 Scouts and leaders every four years from 169 National Scout Organizations.  A staff of 9,000 volunteers will deliver a life-changing experience to the Scouts from around the globe to the world’s most sustainable campsite, the 10,000-acre Summit Bechtel Reserve in West Virginia for this once-in-a-lifetime event from July 22 to August 2, 2019.</p> <p><em>“Looking across the Jamboree landscape, we are blessed with a world-class site that will be staffed by a world-class team and supported by the most hospitable community in the U.S.,” noted 2019 World Scout Jamboree co-chair Scott Sorrells. “The next 100 days will be a time of great activity and excitement as enthusiasm from Scouts around the world drives us to deliver an unprecedented event.”</em></p> <p>Celebrating collaboration and partnership, the World Organization of the Scout Movement, based in Kuala Lumpur, Malaysia, selected Scouts Canada, Asociación de Scouts de México and the Boy Scouts of America to co-host the 2019 World Scout Jamboree. The youth bid team, known as the Dream Team, chose “Unlock a New World” as the event theme to highlight the new adventures, cultures and friendships that will be shared by Scouts from around the world during the twelve-day event.</p> <p><em>“It is my honor to help welcome the world of Scouting to West Virginia for the 2019 World Scout Jamboree,” said U.S. Senator Joe Manchin. “I look forward to seeing the great recognition the 2019 World Scout Jamboree will bring to West Virginia. The Summit Bechtel Reserve is the type of investment that West Virginia needs, and I will continue to advocate for investments like this.”</em></p> <p>The 2019 World Scout Jamboree will include a wide variety of outdoor adventure activities in a camping environment. The Summit Bechtel Reserve is the most advanced adventure facility for youth in the world.  Participants may choose from nearly 50 “wild and wonderful” adventures such as whitewater rafting, zip lining, rock climbing, skateboarding and mountain biking.</p> <p><em>“What an incredible opportunity to showcase the wild and wonderful beauty of West Virginia on a global scale! As Scouts from around the world come visit Summit Bechtel Reserve, raft down the New River Gorge, and hike the Appalachian mountains, I have no doubt they’ll learn so much about leadership, character, and achievement; and I’m certain they’ll want to return again and again,” noted U.S. Senator Shelley Moore Capito.</em></p> <p>The World Scout Jamboree offers an inviting atmosphere of mutual respect and understanding and fosters a social interaction and engagement among Scouts from different cultures, this is a hallmark of the Jamboree experience.  Above all, the 2019 World Scout Jamboree is an educational event that brings together the world’s young people to promote peace, mutual understanding and to develop leadership and life skills.</p> <p>The 24<sup>th</sup> World Scout Jamboree will feature the hallmarks of past world jamborees, including:</p> <ul> <li>The Global Development Village (GDV) is an interactive space designed to raise awareness of global issues, encouraging Scouts to create a better world. The GDV’s focus will be on the United Nations Sustainable Development Goals.</li> <li>Centro Mondial is an educational area with three components: Faith &amp; Beliefs, Living in the 21<sup>st</sup> Century and the North American Dream.</li> <li>World Point will be hub of excitement and activity during the 24th World Scout Jamboree. Here, National Scout Organizations are encouraged to highlight their culture and demonstrate the uniqueness of their countries.
