According to some reports, he personally complained about the military to the president. According to a popular version, Prigozhin, together with Ramzan Kadyrov, eventually managed to get Colonel-General Alexander Lapin, the commander of the Russian group of troops “Centre”, removed from office.</p> <p>But the likely target of the Prigozhin-Kadyrov tandem may also be the higher command: Chief of the General Staff of the Russian Defence Ministry Valery Gerasimov and even Defence Minister Sergei Shoigu. However, there are few chances for this: despite all the ostentatious coolness of Prigozhin, he is hardly taken seriously as a permanent partner and colleague. And no one will allow career‑ups for the head of the Wagner PMC.</p></div><div> <p>The competition between the leadership of the PMC and the army had been known for a long time. But it was last autumn that the conflict came into the public view. Prigozhin, speaking about the need for personnel changes in the Defence Ministry, proposed methods of re-education of the failing generals: “All these scumbags should be sent to the front with machine guns and barefoot.”</p> <p>At that, Prigozhin spoke flatteringly about Sergei Surovikin, the new commander of the united group of Russian troops, calling him a worthy man. Immediately a hypothesis was spread that Surovikin is a minion of Prigozhin and Kadyrov. </p> <p>“According to my data, the real creators of the Wagner PMC were Russian special services generals,” says Vladimir Osechkin, human rights activist and founder of the Gulagu.net project. “In fact, initially, this company was an illegal division of the Main Intelligence Directorate, the GRU. Therefore, Vladimir Putin can be safely called the founding father of the shadow organization. Prigozhin was sent there to play the role of a supervisor or figurehead, through whom flows of ‘black’ funds have been withdrawn from the Russian budget under various state contracts.”</p></div><div><div><p>“A significant amount of cash is generated, which is necessary to pay salaries to mercenaries. It is obvious that Prigozhin is both treasurer and embezzler there.”</p></div></div><div><p>Vladimir Osechkin is sure that starting in 2014, Putin finally felt like a dictator and decided to implement a geopolitical project to conduct a military invasion of the territory of Ukraine. This required detachments of unmarked troops, such as Wagner and Redut PMCs, formed at the expense of the Russian budget and armed from the warehouses of the Defence Ministry, but not formally legalised in any way.</p> <p>“During the Syrian operation, Prigozhin proved himself as Putin’s deputy, who worked closely with the commander of the group, Sergei Surovikin,” the human rights activist says. “Then the PMCs were part of the Russian armed forces. Similarly, today, Wagnerians are an integral part of the occupation forces in Ukraine.”</p></div><div><source type="image/webp"><img alt="PMC Wagner. Photo: VK" src="https://novayagazeta.eu/static/records/2c01ac1fa08f498abdbecfa2d73db6ba.jpeg" width="1200"></source></div><div> <p>Many Russian military personnel are, to put it mildly, not enthusiastic about the actions of the PMC. According to them, mercenaries often act absolutely autonomously, and sometimes sabotage the orders of the local command. They may, for example, not go into attack, exposing the flank of the advancing military formation. Or, on the contrary, be the first to drop into a locality where regular units have not yet pulled up to report to the leadership about a successful assault.</p></div><div><p>At the same time, the combat effectiveness of the Wagnerians, according to the MOD officers on the ground is, to put it mildly, not up to par. PMCs, together with other Russian units, have not been able to take over the small town of Bakhmut for about six months. At the same time, uniforms, weapons, and most importantly, salaries of “musicians” (as the “Wagnerians” often call themselves) cause the envy of career officers. </p> <p>“So far, the potentials of the PMCs and the regular army are incomparable,” says Denis Korotkov, an expert at the Dossier centre, to <em>Novaya-Europe</em>. “Although, now the “musicians” have not only heavy equipment, artillery and MLRS, but also aviation. But it’s not just planes and pilots. It is also a very complex maintenance of combat vehicles, and their weapons. Here Prigozhin’s condottieri become dependent on the infrastructure of the Defence Ministry. Directly on the contact line, PMCs make up about one tenth of the total. The prisoners recruited into the ranks of the PMCs have a frenzied rotation. In fact, a crowd of ex-prisoners with machine guns is an extremely ineffective force. And it is impossible to prepare an intelligent shooter to control a large-caliber machine gun or a well-aimed grenade launcher in two weeks.”</p> <p>Denis Korotkov believes that there is no administrative subordination of PMC fighters to the military command on the ground. At best, they are allies, not subordinates. Surovikin himself is not able to appoint or dismiss even a platoon commander for the mercenaries. If, for example, the troops go into attack, and the Landsknechts do not support them, what can be done? Bringing to justice for breach of orders? And to whom was the order given? </p></div><div><div><p>It is pointless to search for a legal component that is missing initially. PMCs are deliberately removed from the legal system of the Russian Federation.</p></div></div><div><p>“The majority of the surviving experienced PMC fighters, about six-seven thousand mercenaries, are now in Central Africa, in Mali, in Syria, etc.” says Vladimir Osechkin. “According to our information, over 80 percent of the Wagner group fighting in Ukraine today are ex-prisoners. The rest are instructors who hold the posts of unit commanders after training, or specialists in specific fields. For example, the special “Med” team of executioners, which executes undesirables.”</p> <p>According to Denis Korotkov, usually “musicians” receive a considerable monetary allowance on time — about 250 thousand rubles [€3,200] a month for an ordinary stormtrooper. Relatives of the victims are rewarded millions without any bureaucratic red tape (they name amounts from 3 to 5 million rubles, or €38,000-64,000) for the loss of a relative. The wounded are promptly treated in military hospitals. Even fighters who have lost limbs are trying to find a place in the organisation.</p> <p>Korotkov is sure that in terms of the number of awards, the Wagner Group has already surpassed any comparable unit of the Russian Defence Ministry. Medals and orders for “musicians” are issued and distributed directly by the Russian president’s administration. At least six or seven PMC fighters have been given the titles Heroes of Russia. Each experienced officer who has gone through Africa and Syria, as a rule, has several orders of Courage, and “For Services to the Fatherland.”</p></div><div><source type="image/webp"><img alt="31st regiment, Wagner PMC. Photo: <a href="https://vk.com/albums-160233565?z=photo-160233565_457248234%2Fphotos-160233565">VK</a></p></div></div><div> <p>Denis Korotkov believes that when Prigozhin allows himself to speak unflatteringly about the military leadership, it does not increase affection for him in the troops. “As a rule, everyone, from lieutenants to colonels, fiercely hate Prigozhin,” the expert says. “Exactly until the moment they begin to get a slice from his pie. After that, they fiercely love him. The disgust that many military men feel for Prigozhin has not been publicly shown for many years. And if an officer has kept his conscience, he is more likely to command a company at the front for the rest of his life, and these temptations will not affect him.” At the same time, the military, for the most part, is extremely negative about the methods of introducing discipline adopted in the PMCs, such as summary and sledgehammer executions.</p> <p>“In my opinion, the defence minister cannot like the situation that has been developing since the early 2010s. A huge share of the military budget has been going to Yevgeny Prigozhin since those times and at the supreme behest,” the expert of the Dossier centre expresses his opinion to <em>Novaya-Europe</em>. “By 2015, many Prigozhin’s structures practically replaced the relevant bodies of the state department. These are all orders for the supply of troops, and construction with maintenance of army camps, and energy supply of the armed forces, and many other issues. A lot of money goes through the high command. A number of military officials were satisfied with this state of affairs. They had their piece of cake. But the main beneficiary, of course, is Prigozhin. There is no friendship in these spheres, but temporary alliances are possible. Say, when Timur Ivanov (Deputy Minister of Defence — <strong>editor’s note</strong>), took up his position, he was rigidly opposed to Prigozhin. But then he quickly changed his attitude.”</p></div><div><p>“Speaking about Prigozhin’s lobbying capabilities, I would not exaggerate his weight,” Korotkov reflects. “If he can’t throw off the governor of St. Petersburg, Alexander Beglov, then how can he remove and appoint commanders. So far, we see only a campaign to throw lampoons through his own press service and newspapers. I am sure that he has some influence on personnel policy in the field of the army, but, of course, he does not make the final decisions.”</p></div><div> <p>According to Abbas Gallyamov, political scientist and political strategist, the conflict between the army command and the PMC leadership has its roots deep in history. “I would define it as a love-hate relationship,” he told <em>Novaya-Europe</em>. “I think that the high command of the army hates Prigozhin. Putin, as a distrustful person, decided to put the eggs in different baskets and push Sergei Shoigu a little aside. It’s a kind of checks and balances system. For the military, Prigozhin is a spy who can go directly to the authorities and tell something harmful.”</p> <p>According to Gallyamov, military professionals cannot like an organisation that recruits criminals into its ranks a priori. Prigozhin himself uses the language of street thugs. Officers are statesmen according to their system of values. They are clearly not close to an odious figure who does not hesitate to use methods far beyond the law. </p> <p>At the same time, the PMC is fighting together with the Defence Ministry and will not be able to do this without the direct support of the military. Abbas Gallyamov is sure that Shoigu does not like that the components of his system are being taken away from him. This means the reassignment of heavy army equipment, artillery and even aviation to the Wagner Group. Shoigu’s position is supported by many officers of the department. But no one asks them. When the order comes, they get into the operational control of the PMC.</p> <p>At the same time, internal dissatisfaction is growing. “More and more often you can hear that Wagnerians are fighting better than the official units of the Ministry of Defence,” says the political scientist. “I am sure that such a point cannot but infuriate Shoigu and Gerasimov. I can assume that everything is not so simple. After all, the most combat-ready army units were eliminated thanks to absolutely incompetent leadership at the first stage of the war. Prigozhin’s troops appeared later, when it became clear that the AFU was a serious force, and took advantage of the bitter experience of regular troops available at that moment.”</p></div><div><source type="image/webp"><img alt="PMC Wagner. Photo: VK" src="https://novayagazeta.eu/static/records/e2017b0dc553480abda251bdebfa59d2.jpeg" width="1200"></source></div><div> <p>One of Prigozhin’s obvious image steps was his public alliance with Ramzan Kadyrov. However, neither Prigozhin nor Ramzan Kadyrov give the impression of people capable of sincere good relations. From the outside, it seems that there is a temporary alliance of two odious near-war figures who have common tasks and a common enemy.</p> <p>Both of them are undermining the state system from within, seeking higher autonomy for themselves. So far, they are allies. But Abbas Gallyamov believes that soon they will probably become competitors, since they both claim the niche of the coolest macho in Russia. At the same time, they are most likely still wary of each other. And they prefer to trample on General Lapin and others who cannot adequately answer.</p> <p>“When there is a joint interest, say, to remove the general — they unite,” says Denis Korotkov. “So far, Kadyrov and Prigozhin have no reason to ‘jump’ on each other. Both are known as dangerous people. For now, they will try to maintain their partnership.”</p></div><div><p>“Prigozhin’s fate will depend on the outcome of the war,” Abbas Gallyamov is convinced. “If the Defence Ministry loses, then Putin can bet on more effective PMCs. However, if history turns for the better for Russia, then it can be assumed that these armed paramilitary formations will be absorbed by the official armed forces. Then Prigozhin will be given the rank of colonel-General and appointed deputy chief of the operational Directorate of the General Staff to be responsible for coordinating actions between units.”</p> <p>Prigozhin has no chance of a place in big politics, experts interviewed by <em>Novaya-Europe</em> are sure. Probably, this understanding will come to him soon. After all, Putin’s oligarch has nothing to offer Russian society except a sledgehammer. </p></div><div><div><p>Almost all elites and the majority of society today want to stabilize and end the crisis. And Prigozhin can only escalate the situation.</p></div></div><div><p>“I think that no more than 10 percent of the most insane voters will support him,” says Gallyamov. “But those who favour criminal culture do not go to elections! It is clear that the capture of Kyiv by the Wagnerians is not visible in the foreseeable future. And in order to attribute the victory to Prigozhin, this victory still needs to be achieved. Moreover, it is not clear whether Prigozhin can be more effective than Putin, who has exhausted all resources in the fight against the outside world and brought the system to collapse. Excuse me, who needs such a president? I don’t see any reason for Putin to think about appointing Prigozhin as his successor.”</p> <p>“I think that the end will come to Prigozhin soon,” says Denis Korotkov. “He has nowhere to advance. Any official post for him is the end. After all, his advantage over others lies in complete informality. There is no such thing as an officially existing private military company. And he himself says that no legalization of PMCs is needed.”</p> <p>If international investigations of the terrorist activities of the Wagnerians begin, the PMC will simply cease to exist, Vladimir Osechkin is sure. Perhaps we are speaking about months. All the Wagner equipment is on the balance of the Defence Ministry units. You will not find tanks or planes in the documents of Prigozhin’s company “Concord”. Причем дело рассмотрит не Саратовский, а Московский областной суд, – этого требовал прокурор, ссылаясь на обширные связи обвиняемых в своем регионе. О жестоких избиениях и изнасилованиях заключенных в больнице стало известно осенью 2021 года, когда правозащитный проект <a href="https://www.gulagu-net.ru/">Gulagu.net</a> опубликовал большой видеоархив с многочисленными свидетельствами пыток.</p> <p> Теперь на скамье подсудимых восемь человек, среди них как сотрудники ФСИН, так и заключенные, выполнявшие их указания. Тем временем суд в Новосибирске вернул в прокуратуру похожее дело – о пытках заключенных в Иркутском СИЗО №1.</p><div> </div> <p>С нами основатель проекта Gulagu.net <strong>Владимир Осечкин</strong>. </p><p> Приговор по делу о жестоком изнасиловании, жестоких пытках и издевательствах над Кежиком Ондаром вернули в прокуратуру. Не означает ли это, что его хотят замять, а виновные не понесут реальной ответственности?</p> <div> <blockquote> <div> <p>Спецслужбы стараются максимально замять скандал, связанный с пыточными конвейерами</p> </div> </blockquote> </div> <p><em><strong>Владимир Осечкин: </strong></em>Отменен только приговор в отношении сотрудников СИЗО-1 ГУФСИН по Иркутской области – начальника оперативного отдела Максима Вольфа и его подчиненных, которые принимали участие в организации пыток. Осудили их, к сожалению, лишь за превышение должностных полномочий с применением насилия и повлекших тяжкие последствия. Иркутским садистам, в отличие от саратовского кейса, не предъявлено обвинение в организации системы изнасилований. И прокуратура, и местные Следственный комитет и ФСБ решили скрыть от правосудия то, что именно спецслужбы рулили системой изнасилований и пыток в Иркутском СИЗО-1. В целом спецслужбы все последние годы стараются максимально замять скандал, связанный с пыточными конвейерами, опасаясь разоблачения. Адвокат Кежика Ондара обжаловал приговор и заявлял, что это неправильная квалификация, потому что все представлено так, будто бы они лишь Кежика Ондара случайно, по ошибке перевели в камеру, где он не должен был содержаться. В материалах обвинения в отношении садистов нет ничего о том, что они создавали "пресс-хаты", использовали систему изнасилований и пыток в качестве одного из методов внутрикамерной оперативной разработки. Таким образом, наказание является слишком мягким: четыре и пять лет лишения свободы в колонии общего режима. Именно поэтому, насколько я понимаю, в вышестоящей инстанции этот приговор был отменен и направлен прокурору для устранения нарушений, по сути дела, для перепредъявления обвинения и необходимой квалификации деяний виновных. </p><p> Слить это дело у них уже не получится, потому что Кежик Ондар получил очень серьезные повреждения, которые повлекли тяжкий вред. Его уже несколько раз оперировали, чтобы хотя бы частично восстановить функции организма, связанные с работой кишечника и желудка.</p><div> </div> <p><br> <em><strong>Марьяна Торочешникова: </strong></em>У него в прямой кишке взорвался кипятильник. Можно представить, какие это дичайшие муки и какое извращение со стороны применявших такую пытку. </p><p> <em><strong>Владимир Осечкин:</strong></em> Параллельно мы в мае ждем решения апелляционной инстанции, потому что тех, кто непосредственно внутри этих двух "пресс-хат" бил, пытал и насиловал Кежика Ондара и целый ряд других заключенных, приговорили к длительным срокам лишения свободы. Это были уже осужденные внутрикамерные агенты, и им добавили по семь, восемь, девять лет к их срокам лишения свободы.</p> <div> <blockquote> <div> <p>У Кежика Ондара в прямой кишке взорвался кипятильник</p> </div> </blockquote> </div> <p>Некоторые из них пытались давать показания о том, что они действовали по приказу оперативников и руководства следственного изолятора. Но с учетом того, что Иркутский регион – это пыточный регион, а правозащитников ФСБ либо людей запугала, либо взяла под контроль, либо выдавила из региона, они смогли замять это дело. И когда проводились очные ставки, те "капо", садисты, которые изначально пытались давать показания и изобличать и Максима Вольфа, и Антона Самару, и Игоря Макеева, руководство СИЗО в организации этих "пресс-хат", потом в ходе очных ставок отказывались от этих показаний, так как на них оказывалось давление. </p><p> <em><strong>Марьяна Торочешникова:</strong></em> Все дела в так называемом "иркутском пакете" связаны изначально с протестами заключенных в одной из колоний Ангарска, который был жесточайшим образом подавлен, а заключенных, на которых хотели повесить эту вину, распределелили по нескольким СИЗО. От них требовали, чтобы они либо признались в том, что сами организовали этот бунт, либо кого-то оговорили. Но дело Кежика было наиболее выдающимся просто в силу тех травм и увечий, которые он получил: их было невозможно скрыть.</p> <p> Когда все это случилось, об этом написали какие-то независимые издания, а федеральная пресса не особенно подхватила эту историю. И вот спустя некоторое время, когда уже в Иркутске вовсю начали расследовать дело, появились видеосвидетельства <a href="https://ru.wikipedia.org/wiki/%D0%A1%D0%B0%D0%B2%D0%B5%D0%BB%D1%8C%D0%B5%D0%B2,_%D0%A1%D0%B5%D1%80%D0%B3%D0%B5%D0%B9_%D0%92%D0%BB%D0%B0%D0%B4%D0%B8%D0%BC%D0%B8%D1%80%D0%BE%D0%B2%D0%B8%D1%87">Сергея Савельева</a>, которые осень 2021 года публиковала команда Gulagu.net. И наконец, уже в 2024 году, дело об этих пытках, всколыхнувшее буквально всю страну, дошло до суда. Почему для этого потребовалось так много времени?</p> <p> <em><strong>Владимир Осечкин: </strong></em>Само расследование де-факто кастрировано. Те генералы, которые систематически отдавали приказы бить, пытать и насиловать, продолжают занимать высокие посты, имеют власть над пострадавшими в результате пыток и над личным составом, который, конечно же, не готов давать показания против своих начальников. Властная вертикаль в России – спецслужбы и следствие – выгораживает и генералов ФСИН, и полковников ФСБ, которые курировали пыточные конвейеры и в Саратове, и в Иркутске.</p> <p> <em><strong>Марьяна Торочешникова:</strong></em> В откуда вдруг такая тяга к сексуализированному насилию?</p> <div> <blockquote> <div> <p>Генералы, отдававшие приказы пытать и насиловать, продолжают занимать высокие посты</p> </div> </blockquote> </div> <p><em><strong>Владимир Осечкин:</strong></em> Внутри тюремной системы действует "гулаговская" иерархия так называемых "понятий", где в самом низу находятся люди, которых лишают права называться людьми, быть мужчинами, переводят в касту "опущенных", униженных, так называемых "петухов". По сути дела, называют людей животными, у которых нет никаких прав, но зато есть обязанности выполнять самую грязную, неоплачиваемую работу: убирать туалеты, чистить канализацию, что считается неприемлемым для основной массы заключенных.</p><p> </p><div> <div> <img alt="Владимир Осечкин" src="https://gdb.rferl.org/43BE651B-F1F5-4863-B04F-A32E8FC91F94_w250_r0_s.jpg"> </div> <span> </span></div> <span>Владимир Осечкин</span> <p>Если заключенный действует против воли оперативников ФСИН и ФСБ, отказывается сотрудничать, давать показания, не хочет быть внутрикамерным "стукачом" и агентом, кого-то бить и пытать, его этапируют в одну из российских пыточных. Практически в каждом федеральном округе была своя пыточная. Как правило, пыточные оформлялись и создавались ФСБ и Оперативным управлением ФСИН на базе тюремных больниц, потому что там проще всего легализовывать и оформлять смерть человека в результате пыток. </p><p> Соответственно, если оперативникам нужно было опустить человека, перевести в касту униженных, его по ложным мотивам – якобы подозрение на туберкулез – отправляли в одну из пыточных, где с ним проводилось так называемое "спецмероприятие", то есть пытка, связанная с изнасилованием. Все это фиксировалось на видеорегистратор либо на мобильный телефон, и дальше уже оперативники либо ставили человека перед фактом, чтобы он становился внутрикамерным агентом, либо, если они понимали, что это принципиальный человек, который никогда в жизни на это не согласится, распространяли это видео среди заключенных, чтобы его дискредитировать.</p> <div> <blockquote> <div> <p>Практически в каждом федеральном округе была своя пыточная</p> </div> </blockquote> </div> <p><em><strong>Марьяна Торочешникова: </strong></em>Благодаря публикации архива Савельева был огромный скандал. Эту историю обсуждали на всех федеральных каналах, даже в Думе начались шевеления, приняли поправки к УК РФ для ужесточения наказания за пытки. Сейчас дело пришло в Московский областной суд. Вы боитесь, что этот процесс кастрируют, не всех виновных привлекут к ответственности? </p><p> <em><strong>Владимир Осечкин: </strong></em>После публикации этого архива мы через <a href="https://ru.wikipedia.org/wiki/%D0%91%D0%B0%D0%B1%D1%83%D1%88%D0%BA%D0%B8%D0%BD,_%D0%90%D0%BD%D0%B4%D1%80%D0%B5%D0%B9_%D0%92%D0%BB%D0%B0%D0%B4%D0%B8%D0%BC%D0%B8%D1%80%D0%BE%D0%B2%D0%B8%D1%87">Андрея Бабушкина</a> передали информацию новому руководству ФСИН РФ. Пришел первый заместитель директора ФСИН Анатолий Якунин, который не был связан по рукам и ногам с организаторами этого пыточного конвейера. Увидев эти кадры, Якунин долго не мог прийти в себя и дал поручение найти и разоблачить тех, кто организовывал отправку здоровых заключенных из разных регионов в ОТБ-1 УФСИН по Саратовской области.</p> <p> Но буквально в считанные месяцы после этого Путин отправил Анатолия Якунина в отставку. Его отставку организовало Управление "М" ФСБ РФ, которое стоит за кадром и курирует пыточную систему в России. И дальше дело начали заминать, с тем чтобы расследование не вышло выше уровня начальника Саратовской больницы. Некоторые из "капо"-садистов начали давать показания о том, что к этому причастны высокопоставленные сотрудники УФСИН России по Саратовской области, в том числе замначальника Отдела собственной безопасности Юрий Вдовин. Были показания и на начальника Отдела "М" УФСБ по Саратовской области.</p><div> </div> <p><br> <em><strong>Марьяна Торочешникова:</strong></em> То есть круг подозреваемых был намного шире, чем те восемь человек, которые сейчас оказались на скамье подсудимых. </p><p> <em><strong>Владимир Осечкин: </strong></em>Да. Мы ждали задержания и ареста целого ряда руководящих сотрудников. Но потом дело начали заминать, тех людей, которые пытались разобраться, стали задвигать, отправлять в отставку или переводить на другие должности. А Управление "М" ФСБ РФ забрало под себя оперативное сопровождение и расследование. И дальше уже они совместно со следователем определили, что будут предъявлять обвинения начальнику Саратовской ОТБ-1 Павлу Гаценко, его "правой руке", подполковнику внутренней службы Сергею Мальцеву и "капо"-садистам.</p> <div> <blockquote> <div> <p>Внутри тюремной системы действует "гулаговская" иерархия "понятий"</p> </div> </blockquote> </div> <p>Но в качестве раскрытых эпизодов они взяли только то, на что указывал архив Савельева, то есть им вменяются деяния лишь 2019-2020 годов. Хотя еще в 2013 году я на вашем канале рассказывал о пытках и убийствах заключенных в Саратовской ОТБ-1 и в саратовских лагерях, а сотрудник ОТБ-1 Дмитрий Шадрин в Госдуме под стенограмму на нашей рабочей группе по защите прав заключенных давал показания о том, что Павел Гаценко – садист и применяет жестокие методы, а убийства заключенных скрываются. </p><p> <strong><a> </a> ПОЙМАЛИ НЕ ТОГО</strong></p> <p> Житель Рязани добивается справедливости после того, как пережил жестокие пытки. Руслана Хамматова похитили, избили и пытали российские военные, пытаясь получить от него признание в диверсионной деятельности. Рязанцу повезло – остался жив. И не испугался рассказать о своих злоключениях журналистам, которые распространили его историю. Это далеко не первый случай, который показывает: жертвами российской агрессии в Украине становятся в том числе и, казалось бы, далекие от войны люди.</p><div> </div> <p><strong><a> </a> ЦЕНЗУРЫ КАК БЫ НЕТ</strong> </p><p> Похоже, в России появился аналог <a href="https://ru.wikipedia.org/wiki/%D0%93%D0%BB%D0%B0%D0%B2%D0%BD%D0%BE%D0%B5_%D1%83%D0%BF%D1%80%D0%B0%D0%B2%D0%BB%D0%B5%D0%BD%D0%B8%D0%B5_%D0%BF%D0%BE_%D0%B4%D0%B5%D0%BB%D0%B0%D0%BC_%D0%BB%D0%B8%D1%82%D0%B5%D1%80%D0%B0%D1%82%D1%83%D1%80%D1%8B_%D0%B8_%D0%B8%D0%B7%D0%B4%D0%B0%D1%82%D0%B5%D0%BB%D1%8C%D1%81%D1%82%D0%B2">Главлита</a>. Недавно возникший Экспертный центр для оценки печатных и электронных книжных изданий – учреждение, созданное на общественных началах для проверки художественных произведений на соответствие действующему законодательству. В <a href="https://ru.wikipedia.org/wiki/%D0%A0%D0%BE%D1%81%D1%81%D0%B8%D0%B9%D1%81%D0%BA%D0%B8%D0%B9_%D0%BA%D0%BD%D0%B8%D0%B6%D0%BD%D1%8B%D0%B9_%D1%81%D0%BE%D1%8E%D0%B7">Российском книжном союзе</a> говорят, что эксперты не собираются ничего запрещать, их заключение будет носить рекомендательный характер, а окончательное решение о судьбе "неправильных" книг должны принимать издатели. И вот уже "по рекомендациям совета" издательства прекратили продажи книг Владимира Сорокина, Майкла Каннингема и Джеймса Болдуина.</p><div> </div> <p>На видеосвязи с нами – литературный критик, основатель издательства Vidim Books <strong>Александр Гаврилов</strong>. Так что, можно уже говорить, что в России официально возродилась цензура, несмотря на прямой конституционный запрет?</p> <div> <blockquote> <div> <p>Механизм принятия таких решений полностью неправовой! </p> </div> </blockquote> </div> <p><em><strong>Александр Гаврилов:</strong></em> Прежде всего, давайте попробуем понять, каковы правовые основания деятельности этих органов, существует ли какое-нибудь судебное решение по книге Каннингема или по "Комнате Джованни" Болдуина. </p><p> <em><strong>Марьяна Торочешникова:</strong></em> Нет, конечно. Только рекомендации.</p> <p> <em><strong>Александр Гаврилов: </strong></em>Нет, это никакая не рекомендация, это требование прокуратуры к издательству, и издательство по собственной как будто бы инициативе принимает решение о том, чтобы снять эти книги с продажи. Это означает, что механизм принятия таких решений полностью неправовой! Это прямое давление на издателей и книготорговцев, не решение в рамках какого-нибудь правоприменения, а просто старое доброе "телефонное право".</p><div> </div> <p> При этом возникает эта удивительная институция, у которой точно так же нет никакого правового статуса. Заметим, что в его составе нет ни одного эксперта, но есть представители разного рода контролирующих организаций и православной церкви, которая превратилась в извращенный вариант Комитета по делам религий, который тоже имел прямое влияние на издательскую политику в СССР. И это якобы экспертный орган при общественной организации – при Книжном союзе, а это такая лоббистская организация, позволяющая издательской отрасли налаживать взаимодействие и диалог с государством. </p><p> Но если в тот момент, когда был создан Книжный союз, это был диалог (книжная индустрия сообщает государству, как они вместе могли бы решать проблемы образования, просвещения, доступа к информации), то сегодня функция его прямо противоположная. Государство впихивает свою раскаленную кочергу в окошко этого Книжного союза для того, чтобы он уже сам разобрался с издателями и сам их в неформальном режиме прижучил. Вот что наиболее значительно в этом кейсе: создаются не правовые институты, а невнятные институции, которые должны душить свободу.</p> <div> <blockquote> <div> <p>Это прямое давление на издателей и книготорговцев</p> </div> </blockquote> </div> <p><em><strong>Марьяна Торочешникова: </strong></em>При этом критерии тоже непонятны. Они говорят, что эксперты ищут нарушения законодательства, но непонятно, какого. Такое ощущение, что это просто вкусовщина. </p><p> <em><strong>Александр Гаврилов:</strong></em> В случае Каннингема и Болдуина совершенно понятно – это продолжение и развитие гомофобных законов, принятых Россией.</p><p> </p><div> <div> <img alt="Александр Гаврилов" src="https://gdb.rferl.org/0751B449-E2E1-4842-8C8F-493EE7CE2E7B_w250_r0_s.jpg"> </div> <span> </span></div> <span>Александр Гаврилов</span> <p><em><strong>Марьяна Торочешникова:</strong></em> А Сорокин?</p> <div> <blockquote> <div> <p>Государственная власть пытается вернуть ситуацию к позднесоветской</p> </div> </blockquote> </div> <p><em><strong>Александр Гаврилов:</strong></em> В его книге есть боевые бригады гомосексуалистов, которые взаимодействуют друг с другом. Это чудовищная, злобная сатира, показывающая только ту меру деградации, в которую способно впасть общество, не контролирующее дегенеративные процессы. Понятно, что там нет никакой пропаганды. Но в книгах Сорокина последнего времени есть прямые указания на то, что до того уровня абсурда и ядерного разложения, которое приведено в этих книгах, довело именно правление Владимира Путина. Как эта ситуация неправовая, точно так же и реакция на нее со стороны индустрии будет не в рамках правовой. Если тебя в чем-то обвинили, ты можешь судиться, подать апелляцию. Но если на тебя просто давит прокуратура, а дальше придут пожарные, сантехники, полярники и другие друзья текущей власти, понятно, что ты никак не можешь от них отбояриться. Это прямое силовое давление, по факту – государственный рэкет. Понятно, что издательства в ответ будут осуществлять самоцензуру: очевидно, это уже происходит. </p><p> <em><strong>Марьяна Торочешникова: </strong></em>А также и маркетплейсы, и книжные магазины.</p> <p> <em><strong>Александр Гаврилов: </strong></em>Государственная власть пытается вернуть ситуацию к позднесоветской. Очевидно, что и во всем остальном будет воспроизводиться эта советская ситуация. Уже налажен самиздат, пиратские электронные библиотеки.</p> <p> <em><strong>Марьяна Торочешникова: </strong></em>В конце концов, есть же интернет.</p> <p> <em><strong>Александр Гаврилов: </strong></em>И мы видим, как быстро возникают "тамиздатские" инициативы, связанные и с политической литературой, и с публицистикой, уже и с художественной литературой. Мы с коллегами построили издательство Vidim Books для того, чтобы эти голоса могли быть услышаны. Думаю, дальнейшая ситуация будет двигаться в сторону контроля над проникновением книг из-за пределов РФ, которое сегодня еще пока более-менее возможно.</p> <p> <em><strong>Марьяна Торочешникова: </strong></em>В начале января <a href="https://ru.wikipedia.org/wiki/%D0%92%D1%81%D0%B5%D1%80%D0%BE%D1%81%D1%81%D0%B8%D0%B9%D1%81%D0%BA%D0%B8%D0%B9_%D1%86%D0%B5%D0%BD%D1%82%D1%80_%D0%B8%D0%B7%D1%83%D1%87%D0%B5%D0%BD%D0%B8%D1%8F_%D0%BE%D0%B1%D1%89%D0%B5%D1%81%D1%82%D0%B2%D0%B5%D0%BD%D0%BD%D0%BE%D0%B3%D0%BE_%D0%BC%D0%BD%D0%B5%D0%BD%D0%B8%D1%8F">ВЦИОМ</a> опубликовал результаты опроса о том, что думают россияне о цензуре в СМИ. 63% россиян сказали, что они поддерживают цензуру, что она необходима. Категорически против выступили 30%.</p> <div> <blockquote> <div> <p>Путинский режим давно пытается деполитизировать население</p> </div> </blockquote> </div> <p><em><strong>Александр Гаврилов: </strong></em>Вот это важно. И вам, и мне новость о введении цензуры кажется возмутительной. И мы точно знаем, что она антикультурная, потому что у цензуры нет дополнительного культурного смысла, она не порождает никакой пользы. В то же время довольно давно в медиадискуссиях, в сетевых дискуссиях мы видим страстное желание возвращения цензуры. Мы жили в позднем СССР и знать не знали о том, что есть не то что трансгендеры, а вообще какие-нибудь гендеры. В Советском Союзе "не было секса", "не было национальной напряженности". СССР был всегда за мир, особенно в Афганистане и в других местах оказания "братской интернациональной помощи". В этом смысле граждане РФ в огромном большинстве желают, чтобы медиаповестка их не касалась. </p><p> Путинский режим давно пытается деполитизировать население, то есть не просто заставить людей меньше думать о политике, а вывести их из любого политического действия. И в этом смысле чтение книг – тоже политическое действие. Вот вплоть до такого пытается отжать население путинский режим, и население этому скорее радо, чем сильно сопротивляется.</p><div> </div> <p> Вот это разделение 60 поддерживающих, 30 протестующих и еще 10% людей, которым все глубоко по барабану, кажется мне очень правдоподобным. Надо только иметь в виду, что как только государственная пропаганда умолкнет, среди этих 60% людей вычленятся две группы: те же 30% (или 20%) радикалов, которые будут продолжать призывать к введению цензуры, и 40% от общей выборки, которые повторят то же, что им говорят из телевидения. Это не люди, готовые идти в бой за то, чтобы Сорокина не продавали в магазинах. This is truly a sign that open source research — using resources like satellite images to flight tracking websites and footage recorded on the ground — is seen as credible and is increasingly sought after. It’s free, publicly available and anybody can do it.<br><br>But such success comes with drawbacks. In monitoring events from <a href="https://www.al-monitor.com/originals/2024/04/digital-sleuths-fuel-misinformation-after-iran-strikes#ixzz8XrDENMzr" style="color:#296bcc;">Iran</a> and <a href="https://www.scientificamerican.com/article/amid-war-in-ukraine-open-source-intelligence-investigators-need-better-ethics/" style="color:#296bcc;">Ukraine</a>, this surge in credibility allows the term ‘OSINT’ to be easily abused, either knowingly or unknowingly, by users who don’t actually follow the best practice of open source research methods. In fact, since the start of the war in Gaza in October 2023, there has been a <a href="https://www.404media.co/twitter-verified-osint-accounts-are-destroying-the-israel-palestine-information-ecosystem/" style="color:#296bcc;">spike in verified ‘OSINT’ Twitter accounts</a> which create additional noise and confusion with poor open source analysis.<br><br>Conducting open source research properly isn’t about being ‘verified’ or having a huge following. It isn’t about expecting people to take your word for things. It’s about collaboration and sharing the skills necessary to independently verify what you see online. It’s about showing your working and the origin of your data so that anybody can replicate your methodology.<br><br>As Bellingcat’s Giancarlo Fiorella indicated in <a href="https://www.ft.com/content/e69aed61-f3a9-4e18-883e-f612a080d86a" style="color:#296bcc;">the Financial Times</a> in December, open source research is critical in the long term when it could come to <a href="https://iwpr.net/global-voices/integrating-osint-justice-processes" style="color:#296bcc;">play a role in prosecuting</a> those responsible for atrocity crimes. That raises the bar significantly — not just for the sake of the open source research community as a whole, but also for that of accountability for the victims of armed conflicts.<br><br>Here are a few mistakes we’ve noticed from open source researchers in recent years. Many examples are relevant to monitoring armed conflict, but could broadly apply to any genre on which open source research shines — such as natural disasters or organised crime.</p><p>We work in a young and rapidly evolving field, facing a deluge of information. Mistakes should be no cause for surprise or shame. Everybody makes them. But a good open source researcher is open about doing so – they correct their errors quickly and vow to do better next time.<br><br>If you’re a reader, looking out for these ‘Seven Sins’ (listed in no particular order of gravity) will help you independently judge the quality of open source research you encounter online. If you’re also an open source researcher, looking out for them will help improve the quality of your own work.</p><div><div><img alt="" height="795" src="https://www.bellingcat.com/app/uploads/2024/04/OSINT-SIns-1-1200x795.png" style="height:auto;width:auto;" width="1200"></div><em>Collage by Bellingcat. Not Providing the Original Source</h2><p>The main tenet of open-source research is that it’s ‘open’: ideally the information is publicly accessible and used in a transparent way. This allows anyone to verify the sourcing and veracity of a piece of footage, without having to trust the person who posted it.<br><br>In the wake of Russia’s full-scale invasion of Ukraine in 2022, many “OSINT aggregator” accounts developed large followings on Twitter, mostly reposting videos from Telegram, often without linking to the video’s original source. When someone posts a video without saying where they got it from, verification becomes much more difficult; researchers can’t just follow a chain of links to its origin. <br><br>Without any clues as to who originally uploaded that video, we lose potentially crucial information about its content. Though most social media platforms strip metadata, for some platforms such as Telegram and <a href="https://www.newamerica.org/future-frontlines/reports/parler-and-the-road-to-the-capitol-attack/vi-what-the-parler-metadata-tells-us/" style="color:#296bcc;">Parler</a> retain it. Such image metadata has played important roles in Bellingcat investigations on subjects from <a href="https://www.bellingcat.com/news/rest-of-world/2021/05/10/where-in-the-world-is-q-clues-from-image-metadata/" style="color:#296bcc;">QAnon’s origins</a> to <a href="https://www.bellingcat.com/news/2022/02/23/documenting-and-debunking-dubious-footage-from-ukraines-frontlines/" style="color:#296bcc;">Russian disinformation in Ukraine</a>. This means that first instance of a photo or video may also contain metadata which is lost when the content is reuploaded, shared or compressed.<br><br>Bear in mind that <a href="https://www.bellingcat.com/resources/2023/09/18/notes-from-the-digital-field-ethical-dilemmas-in-open-source-research/" style="color:#296bcc;">there are circumstances when it can be ethically fraught to provide a link</a>, such as if doing so would amplify hateful accounts or drive traffic to graphic content content. Nevertheless, a rule of thumb is to share when you can.<br><br>That’s because sharing the origin of a piece of content is a greater contribution than keeping it to yourself — the better to hoard future ‘discoveries’.</p><h2>2. Letting Cheerleading Undermine Your Work</h2><p>While everyone has bias, it’s important for open source researchers to attempt to separate these biases from the evidence that they examine. Though many open source researchers or communities clearly use these techniques in aid of a certain cause, they should still acknowledge when their sources or research don’t support that cause, and always be transparent about the level of uncertainty.<br><br>Confirmation bias is our tendency to accept as true any new information that confirms what we already ‘know’ to be true, and to reject new information that contradicts our beliefs. Just as everyone has bias, everyone is liable to fall victim to confirmation bias.<br><br>Nevertheless, the quality of open source research can be judged independently of political or social position. This is why the caveats are so important. Open source information doesn’t show everything, and may not prove whatever larger point you would like it to.<br><br>Acknowledging what you don’t know and what you can’t know is crucial for building trust — even if you have very clear and very public positions. Failing to do this can result in <a href="https://www.bellingcat.com/news/2021/11/24/toy-rabbits-chemtrails-and-german-qanon-fanatics-how-not-to-conduct-open-source-investigations/" style="color:#296bcc;">erroneous and self-serving investigations</a>.</p><h2>3. Not Archiving Material</h2><p>Online content is often ephemeral: the internet is <a href="https://www.cjr.org/analysis/linkrot-content-drift-new-york-times.php" style="color:#296bcc;">littered with</a> links to pages that no longer exist. This could be because the owner of the web domain stopped paying their bills. It could be because the website changed how they organised pages. A content hosting platform could have decided to delete large amounts of their files, whether <a href="https://www.engadget.com/imgur-to-ban-explicit-images-and-delete-uploads-not-tied-to-an-account-122537118.html" style="color:#296bcc;">on purpose</a> or <a href="https://www.theguardian.com/technology/2019/mar/18/myspace-loses-all-content-uploaded-before-2016" style="color:#296bcc;">by accident</a>. Social media posts are often deleted, whether by the account who created the post, or by the social media platform’s moderation team.<br><br>That makes the work of open source researchers much more difficult. It’s why Bellingcat frequently emphasises the importance of <a href="https://www.bellingcat.com/resources/how-tos/2018/02/22/archive-open-source-materials/" style="color:#296bcc;">archiving online content</a> and has developed <a href="https://www.bellingcat.com/resources/2022/09/22/preserve-vital-online-content-with-bellingcats-auto-archiver-tool/" style="color:#296bcc;">tools</a> for making this easier.<br><br>The most trustworthy way to archive content is with third-party archiving platforms like the Internet Archive’s <a href="https://web.archive.org/" style="color:#296bcc;">Wayback Machine</a> or <a href="https://archive.ph/" style="color:#296bcc;">archive.today</a>, though they often fail to correctly archive content from several social media platforms, as well as videos in general. If all else fails, a screenshot is better than nothing.</p><h2>4. Lacking Context for Occurrences, Common or Otherwise</h2><p>Particularly in the context of conflict monitoring, events that occur on a regular basis are often taken out of their original context and overblown. For example, researchers unfamiliar with reading <a href="https://www.bellingcat.com/resources/2022/10/04/scorched-earth-using-nasa-fire-data-to-monitor-war-zones/" style="color:#296bcc;">NASA FIRMS</a> images and data, may interpret regular, planned and controlled fires or other thermal changes as something more malicious. But in moments of geopolitical tension, people unfamiliar with such common events may give them undue significance.<br></p><div><div><img alt="" height="709" src="https://www.bellingcat.com/app/uploads/2024/04/image5_pixelsated.png" style="height:auto;width:auto;" width="475"></div><em>Screenshot of a post from Twitter/X fuelling an unfounded rumour about Prime Minister Netanyahu’s location prior to Iran’s recent missile attack on Israel based on flight data of a government plane. Bellingcat has obscured the account’s name</em></div><p><br>A recent example of this was when famous baseball player Shohei Ohtani, was going to join a new team, leaving the Los Angeles Angels. In December 2023, a private flight leaving Anaheim in the US state of California for Toronto, Canada <a href="https://theathletic.com/5130131/2023/12/12/ohtani-plane-toronto/" style="color:#296bcc;">spurred online sleuths</a> to believe that this was evidence of Ohtani meeting and potentially signing with the Toronto Blue Jays. when In reality, the flight was carrying a Canadian businessman and had no connection to Ohtani or baseball in general. <br><br>Distinguishing between common and uncommon events can take a lot of domain-specific expertise, whether that field is conflict monitoring, natural disasters, or any other area of research. Many researchers do not have this specific expertise regardless of how well they have mastered a tool or method.<br></p><h2>5. Incorrectly Using Tools and Interpreting Data</h2><p>There are many different open source tools out there, and in fact, we even try to keep a list of useful resources in <a href="https://docs.google.com/spreadsheets/d/18rtqh8EG2q1xBo2cLNyhIDuK9jrPGwYr9DI2UncoqJQ" style="color:#296bcc;">Bellingcat’s Online Investigation Toolkit</a>. However, as with any new tool, users often need some guidance, experience and training to master it.</p><p>We often see new users not being aware of these tools’ limitations. New tools aren’t silver bullets and they often come with many caveats. For example, for facial recognition software, there are strengths and weaknesses for different services and results provided by those tools should not be treated with complete certainty. Usually other data points and context is required to show why the match is credible. Depending on the photo and the particular case, it is possible to pursue false leads and come to incorrect conclusions based on the limitations of that software.<br><br>Tools which detect photo manipulation are another example. Last May, Colombia’s president <a href="https://www.bellingcat.com/resources/2023/05/02/testing-for-manipulation-a-case-study-from-colombia/" style="color:#296bcc;">retweeted</a> an account who had improperly used one such tools, drawing overconfident and incorrect conclusions.<br><br>Even when such tools have been mastered, it takes time to learn how to interpret the data or results they generate. In one <a href="https://www.bellingcat.com/news/2023/10/24/isnt-that-a-balloon-deflating-a-dod-ufo-video/" style="color:#296bcc;">example</a>, drone footage of a fast moving was interpreted as a UFO when in reality, it may have just been a balloon.<br><br>In another, a user mistook clouds on satellite imagery for craters.</p><div><div><img alt="" height="513" src="https://www.bellingcat.com/app/uploads/2024/04/image21-1.png" style="height:auto;width:auto;" width="589"></div><em>Screenshot of </em><a href="https://web.archive.org/web/20240415132056/https://twitter.com/manisha_bot/status/1779832793880494272" style="color:#296bcc;"><em>post</em></a><em> from investigative journalist Manisha Ganguly on X/Twitter showing the misidentification of clouds as missile damage from an Iranian missile strike. Editing Footage</h2><p>While usually not done maliciously, OSINT accounts sometimes edit footage in an unhelpful way, such as placing an audio track over the video, making a compilation of clips, or trimming down the original footage.<br><br>For example, one habit of ‘aggregator’ accounts is to overlay their channel’s watermark over videos and images. If we can’t find the origin of a video, we generally perform a <a href="https://www.bellingcat.com/resources/how-tos/2019/12/26/guide-to-using-reverse-image-search-for-investigations/" style="color:#296bcc;">reverse image search</a> of frames from the footage. This editing is only slightly exaggerated when compared to the watermarking practices of some users’ accounts. Such practices often make verification and image analysis more difficult.</em><br></div><p>When interpreting and sharing open source content, it is critical that we do not edit the footage in a way that diminishes, removes, or obscures useful information contained in that content. Even if you think you are not obscuring critical information, there is no way to know if the information you altered would be helpful later.</p><p>For example, the audio contained in the footage of the shooting of Columbian journalist Abelardo Liz contained vital clues that allowed us to <a href="https://www.bellingcat.com/news/2023/12/11/the-sound-of-bullets-the-killing-of-colombian-journalist-abelardo-liz/" style="color:#296bcc;">geolocate where the gunfire came from</a>. If this footage was edited over with a dramatic audio track, it would have concealed a vital component of this investigation. </p><h2>7. Racing to be First at Any Cost</h2><p>It is easy to get wrapped up in the whirlwind of breaking news, especially around terror attacks and military conflict. The incentives of social media platforms, where the bulk of public open source research is carried out, encourage this behaviour. There is a big temptation to be the first person to make a ‘breakthrough’ in a developing story, or to quickly generate an analysis on an event. </p><p>However, validating content should always take priority over speed. <br><br>Some of the most high-profile and damaging examples of this are the many times that amateur investigators misidentified innocent people as the perpetrators of terror attacks. This occurred recently with the <a href="https://www.abc.net.au/news/2024-04-15/how-misinformation-spread-after-bondi-junction-stabbing/103708210" style="color:#296bcc;">Bondi Junction stabbing</a>, as well as the <a href="https://www.cjr.org/analysis/sunil_tripathi_was_already_dead.php" style="color:#296bcc;">Boston Marathon bombings</a> in 2013 and the <a href="https://www.scribd.com/document/722401613/Tim-Pool-Steven-Crowder-Owen-Shroyer-Hit-With-Lawsuit" style="color:#296bcc;">Allen, Texas mall shooting</a> in 2023. These kinds of mistaken results have been based on the innocent person having the same name or a similar looking face as the perpetrator — neither of which is sufficient evidence alone given the gravity of such identifications.<br><br>Too often, verification gets overlooked when the desire for speed is prioritised which can create more harm and confusion about an unfolding situation rather than bringing the facts and clarity needed.<br></p><hr><p><em>Bellingcat is a non-profit and the ability to carry out our work is dependent on the kind support of individual donors. This is truly a sign that open source research — using resources like satellite images to flight tracking websites and footage recorded on the ground — is seen as credible and is increasingly sought after. It’s free, publicly available and anybody can do it.<br><br>But such success comes with drawbacks. In monitoring events from <a href="https://www.al-monitor.com/originals/2024/04/digital-sleuths-fuel-misinformation-after-iran-strikes#ixzz8XrDENMzr">Iran</a> and <a href="https://www.scientificamerican.com/article/amid-war-in-ukraine-open-source-intelligence-investigators-need-better-ethics/">Ukraine</a>, this surge in credibility allows the term ‘OSINT’ to be easily abused, either knowingly or unknowingly, by users who don’t actually follow the best practice of open source research methods. In fact, since the start of the war in Gaza in October 2023, there has been a <a href="https://www.404media.co/twitter-verified-osint-accounts-are-destroying-the-israel-palestine-information-ecosystem/">spike in verified ‘OSINT’ Twitter accounts</a> which create additional noise and confusion with poor open source analysis.<br><br>Conducting open source research properly isn’t about being ‘verified’ or having a huge following. It isn’t about expecting people to take your word for things. It’s about collaboration and sharing the skills necessary to independently verify what you see online. It’s about showing your working and the origin of your data so that anybody can replicate your methodology. <br><br>As Bellingcat’s Giancarlo Fiorella indicated in <a href="https://www.ft.com/content/e69aed61-f3a9-4e18-883e-f612a080d86a">the Financial Times</a> in December, open source research is critical in the long term when it could come to <a href="https://iwpr.net/global-voices/integrating-osint-justice-processes">play a role in prosecuting</a> those responsible for atrocity crimes. That raises the bar significantly — not just for the sake of the open source research community as a whole, but also for that of accountability for the victims of armed conflicts.<br><br>Here are a few mistakes we’ve noticed from open source researchers in recent years. Many examples are relevant to monitoring armed conflict, but could broadly apply to any genre on which open source research shines — such as natural disasters or organised crime.</p> <p>We work in a young and rapidly evolving field, facing a deluge of information. Mistakes should be no cause for surprise or shame. Everybody makes them. But a good open source researcher is open about doing so – they correct their errors quickly and vow to do better next time.<br><br>If you’re a reader, looking out for these ‘Seven Sins’ (listed in no particular order of gravity) will help you independently judge the quality of open source research you encounter online. If you’re also an open source researcher, looking out for them will help improve the quality of your own work.</p> <div> <div><img width="1200" height="795" src="https://www.bellingcat.com/app/uploads/2024/04/OSINT-SIns-1-1200x795.png" alt=""></div><em>Collage by Bellingcat. Not Providing the Original Source</h2> <p>The main tenet of open-source research is that it’s ‘open’: ideally the information is publicly accessible and used in a transparent way. This allows anyone to verify the sourcing and veracity of a piece of footage, without having to trust the person who posted it.<br><br>In the wake of Russia’s full-scale invasion of Ukraine in 2022, many “OSINT aggregator” accounts developed large followings on Twitter, mostly reposting videos from Telegram, often without linking to the video’s original source. When someone posts a video without saying where they got it from, verification becomes much more difficult; researchers can’t just follow a chain of links to its origin. <br><br>Without any clues as to who originally uploaded that video, we lose potentially crucial information about its content. Though most social media platforms strip metadata, for some platforms such as Telegram and <a href="https://www.newamerica.org/future-frontlines/reports/parler-and-the-road-to-the-capitol-attack/vi-what-the-parler-metadata-tells-us/">Parler</a> retain it. Such image metadata has played important roles in Bellingcat investigations on subjects from <a href="https://www.bellingcat.com/news/rest-of-world/2021/05/10/where-in-the-world-is-q-clues-from-image-metadata/">QAnon’s origins</a> to <a href="https://www.bellingcat.com/news/2022/02/23/documenting-and-debunking-dubious-footage-from-ukraines-frontlines/">Russian disinformation in Ukraine</a>. This means that first instance of a photo or video may also contain metadata which is lost when the content is reuploaded, shared or compressed. <br><br>Bear in mind that <a href="https://www.bellingcat.com/resources/2023/09/18/notes-from-the-digital-field-ethical-dilemmas-in-open-source-research/">there are circumstances when it can be ethically fraught to provide a link</a>, such as if doing so would amplify hateful accounts or drive traffic to graphic content content. Nevertheless, a rule of thumb is to share when you can.<br><br>That’s because sharing the origin of a piece of content is a greater contribution than keeping it to yourself — the better to hoard future ‘discoveries’.</p> <h2>2. Letting Cheerleading Undermine Your Work</h2> <p>While everyone has bias, it’s important for open source researchers to attempt to separate these biases from the evidence that they examine. Though many open source researchers or communities clearly use these techniques in aid of a certain cause, they should still acknowledge when their sources or research don’t support that cause, and always be transparent about the level of uncertainty.<br><br>Confirmation bias is our tendency to accept as true any new information that confirms what we already ‘know’ to be true, and to reject new information that contradicts our beliefs. Just as everyone has bias, everyone is liable to fall victim to confirmation bias.<br><br>Nevertheless, the quality of open source research can be judged independently of political or social position. This is why the caveats are so important. Open source information doesn’t show everything, and may not prove whatever larger point you would like it to. <br><br>Acknowledging what you don’t know and what you can’t know is crucial for building trust — even if you have very clear and very public positions. Failing to do this can result in <a href="https://www.bellingcat.com/news/2021/11/24/toy-rabbits-chemtrails-and-german-qanon-fanatics-how-not-to-conduct-open-source-investigations/">erroneous and self-serving investigations</a>.</p> <h2>3. Not Archiving Material</h2> <p>Online content is often ephemeral: the internet is <a href="https://www.cjr.org/analysis/linkrot-content-drift-new-york-times.php">littered with</a> links to pages that no longer exist. This could be because the owner of the web domain stopped paying their bills. It could be because the website changed how they organised pages. A content hosting platform could have decided to delete large amounts of their files, whether <a href="https://www.engadget.com/imgur-to-ban-explicit-images-and-delete-uploads-not-tied-to-an-account-122537118.html">on purpose</a> or <a href="https://www.theguardian.com/technology/2019/mar/18/myspace-loses-all-content-uploaded-before-2016">by accident</a>. Social media posts are often deleted, whether by the account who created the post, or by the social media platform’s moderation team.<br><br>That makes the work of open source researchers much more difficult. It’s why Bellingcat frequently emphasises the importance of <a href="https://www.bellingcat.com/resources/how-tos/2018/02/22/archive-open-source-materials/">archiving online content</a> and has developed <a href="https://www.bellingcat.com/resources/2022/09/22/preserve-vital-online-content-with-bellingcats-auto-archiver-tool/">tools</a> for making this easier.<br><br>The most trustworthy way to archive content is with third-party archiving platforms like the Internet Archive’s <a href="https://web.archive.org/">Wayback Machine</a> or <a href="https://archive.ph/">archive.today</a>, though they often fail to correctly archive content from several social media platforms, as well as videos in general. If all else fails, a screenshot is better than nothing.</p> <h2>4. Lacking Context for Occurrences, Common or Otherwise</h2> <p>Particularly in the context of conflict monitoring, events that occur on a regular basis are often taken out of their original context and overblown. For example, researchers unfamiliar with reading <a href="https://www.bellingcat.com/resources/2022/10/04/scorched-earth-using-nasa-fire-data-to-monitor-war-zones/">NASA FIRMS</a> images and data, may interpret regular, planned and controlled fires or other thermal changes as something more malicious. But in moments of geopolitical tension, people unfamiliar with such common events may give them undue significance.<br></p> <div> <div><img width="475" height="709" src="https://www.bellingcat.com/app/uploads/2024/04/image5_pixelsated.png" alt=""></div><em>Screenshot of a post from Twitter/X fuelling an unfounded rumour about Prime Minister Netanyahu’s location prior to Iran’s recent missile attack on Israel based on flight data of a government plane. Bellingcat has obscured the account’s name</em></div> <p><br>A recent example of this was when famous baseball player Shohei Ohtani, was going to join a new team, leaving the Los Angeles Angels. In December 2023, a private flight leaving Anaheim in the US state of California for Toronto, Canada <a href="https://theathletic.com/5130131/2023/12/12/ohtani-plane-toronto/">spurred online sleuths</a> to believe that this was evidence of Ohtani meeting and potentially signing with the Toronto Blue Jays. when In reality, the flight was carrying a Canadian businessman and had no connection to Ohtani or baseball in general. <br><br>Distinguishing between common and uncommon events can take a lot of domain-specific expertise, whether that field is conflict monitoring, natural disasters, or any other area of research. Many researchers do not have this specific expertise regardless of how well they have mastered a tool or method.<br></p> <h2>5. Incorrectly Using Tools and Interpreting Data</h2> <p>There are many different open source tools out there, and in fact, we even try to keep a list of useful resources in <a href="https://docs.google.com/spreadsheets/d/18rtqh8EG2q1xBo2cLNyhIDuK9jrPGwYr9DI2UncoqJQ">Bellingcat’s Online Investigation Toolkit</a>. However, as with any new tool, users often need some guidance, experience and training to master it.</p> <p>We often see new users not being aware of these tools’ limitations. New tools aren’t silver bullets and they often come with many caveats. For example, for facial recognition software, there are strengths and weaknesses for different services and results provided by those tools should not be treated with complete certainty. Usually other data points and context is required to show why the match is credible. Depending on the photo and the particular case, it is possible to pursue false leads and come to incorrect conclusions based on the limitations of that software.<br><br>Tools which detect photo manipulation are another example. Last May, Colombia’s president <a href="https://www.bellingcat.com/resources/2023/05/02/testing-for-manipulation-a-case-study-from-colombia/">retweeted</a> an account who had improperly used one such tools, drawing overconfident and incorrect conclusions. <br><br>Even when such tools have been mastered, it takes time to learn how to interpret the data or results they generate. In one <a href="https://www.bellingcat.com/news/2023/10/24/isnt-that-a-balloon-deflating-a-dod-ufo-video/">example</a>, drone footage of a fast moving was interpreted as a UFO when in reality, it may have just been a balloon. <br><br>In another, a user mistook clouds on satellite imagery for craters.</p> <div> <div><img width="589" height="513" src="https://www.bellingcat.com/app/uploads/2024/04/image21-1.png" alt=""></div><em>Screenshot of </em><a href="https://web.archive.org/web/20240415132056/https://twitter.com/manisha_bot/status/1779832793880494272"><em>post</em></a><em> from investigative journalist Manisha Ganguly on X/Twitter showing the misidentification of clouds as missile damage from an Iranian missile strike. Editing Footage</h2> <p>While usually not done maliciously, OSINT accounts sometimes edit footage in an unhelpful way, such as placing an audio track over the video, making a compilation of clips, or trimming down the original footage.<br><br>For example, one habit of ‘aggregator’ accounts is to overlay their channel’s watermark over videos and images. If we can’t find the origin of a video, we generally perform a <a href="https://www.bellingcat.com/resources/how-tos/2019/12/26/guide-to-using-reverse-image-search-for-investigations/">reverse image search</a> of frames from the footage. This editing is only slightly exaggerated when compared to the watermarking practices of some users’ accounts. Such practices often make verification and image analysis more difficult.</em><br></div> <p>When interpreting and sharing open source content, it is critical that we do not edit the footage in a way that diminishes, removes, or obscures useful information contained in that content. Even if you think you are not obscuring critical information, there is no way to know if the information you altered would be helpful later.</p> <p>For example, the audio contained in the footage of the shooting of Columbian journalist Abelardo Liz contained vital clues that allowed us to <a href="https://www.bellingcat.com/news/2023/12/11/the-sound-of-bullets-the-killing-of-colombian-journalist-abelardo-liz/">geolocate where the gunfire came from</a>. If this footage was edited over with a dramatic audio track, it would have concealed a vital component of this investigation. </p> <h2>7. Racing to be First at Any Cost</h2> <p>It is easy to get wrapped up in the whirlwind of breaking news, especially around terror attacks and military conflict. The incentives of social media platforms, where the bulk of public open source research is carried out, encourage this behaviour. There is a big temptation to be the first person to make a ‘breakthrough’ in a developing story, or to quickly generate an analysis on an event. </p> <p>However, validating content should always take priority over speed. <br><br>Some of the most high-profile and damaging examples of this are the many times that amateur investigators misidentified innocent people as the perpetrators of terror attacks. This occurred recently with the <a href="https://www.abc.net.au/news/2024-04-15/how-misinformation-spread-after-bondi-junction-stabbing/103708210">Bondi Junction stabbing</a>, as well as the <a href="https://www.cjr.org/analysis/sunil_tripathi_was_already_dead.php">Boston Marathon bombings</a> in 2013 and the <a href="https://www.scribd.com/document/722401613/Tim-Pool-Steven-Crowder-Owen-Shroyer-Hit-With-Lawsuit">Allen, Texas mall shooting</a> in 2023. These kinds of mistaken results have been based on the innocent person having the same name or a similar looking face as the perpetrator — neither of which is sufficient evidence alone given the gravity of such identifications.<br><br>Too often, verification gets overlooked when the desire for speed is prioritised which can create more harm and confusion about an unfolding situation rather than bringing the facts and clarity needed.<br></p> <hr> <p><em>Bellingcat is a non-profit and the ability to carry out our work is dependent on the kind support of individual donors. Hours earlier, reports emerged of Ivanov's arrest on accusations that he had been taking bribes on what a Moscow court called "a particularly large scale." He could face 15 years in prison.</p><p>Prior to the arrest, Ivanov was in charge of <a href="https://www.newsweek.com/topic/russian-military">Russian military</a> infrastructure projects. Perhaps more importantly, he was widely seen as one of Shoigu's closest allies. Russia's deputy defense minister was arrested Tuesday night on bribery charges, leading to speculation that Putin was sending a message to Shoigu. </span> <span>Photo by Contributor/Getty Images</span> <p>The Kremlin has denied <a href="https://www.newsweek.com/ivanov-russia-putin-treason-arrested-1893589">early reports</a> that Ivanov's arrest was related to treason, but not everyone is convinced about Russia's official line regarding Ivanov's detention.</p><p>"Since corruption among top Russian officials is endemic, it's hard to believe that the arrest of Shoigu's deputy is just about corruption," George Mason University Schar School of Policy and Government professor Mark N. Katz told <em>Newsweek</em>.</p><p>He continued, "Either he has done something else that someone opposed, or it is a move aimed at weakening Shoigu—or both."</p><p>Shoigu has frequently been blamed for Russia's shortcomings on the battlefield in Ukraine, including by former <a href="https://www.newsweek.com/topic/wagner-group">Wagner Group</a> leader <a href="https://www.newsweek.com/topic/yevgeny-prigozhin">Yevgeny Prigozhin</a>, who perished in a plane crash under mysterious circumstances after leading a mutiny against Moscow. Katz said the incident reminded him of the public feud between Shoigu and Prigozhin.</p><p>"The arrest harkens back to Prigozhin's criticism last year of incompetence within the top Russian military leadership. Prigozhin is gone, but the problems he publicized remain," Katz said.</p> <p>"The real issue is not whether the deputy minister is corrupt. It is instead whether he, and—more to the point—Shoigu, have become centers of power in their own right," William Reno, professor and chair of the political science department at Northwestern University, told <em>Newsweek</em>.</p><p>"Corruption in the current regime is a strategic asset that's tolerated and even encouraged to cultivate a person's loyalty and dependence on the political leadership and then used against them when they become a threat or need to be used as a convenient target of blame for the regime's shortcomings," Reno said. "Charging him with corruption at this juncture helps to undermine public trust and support for his boss, Shoigu.</p><p>"Charging a high official with corruption also highlights Putin's sovereign right as leader to punish, reinforcing his authority among his subordinates and in the eyes of Russian citizens."</p><p>Ivanov's arrest may just be the beginning of what's to come for Shoigu, according to Silbey.</p><p>"Remember that being 'too powerful' isn't a deterrent to Putin (or any dictator) taking someone out, it's an incentive," he said. "The more powerful someone is, the more they're an existential threat to the dictator. So far, they don't want to talk publicly about treason—it's a big scandal," one source told the outlet. A second source said that Putin "gave the command after being convinced it was about treason," adding that "no one would detain Ivanov for corruption."</p><p>However, Ivanov's lawyer, Murad Musayev, told state news agency RIA Novosti, that his client was not being accused of treason.</p><p>"There are no other accusations, except for the announced accusation of bribery," he said.</p><p><em>Newsweek</em> has contacted the court for comment.</p><p>Independent Russian media outlets have alleged that Ivanov and his family had acquired vast wealth through kickbacks on contracts he agreed at the ministry.</p><p>In December 2022, the anti-corruption organization, FBK, founded by the late Russian opposition figure <a href="https://www.newsweek.com/topic/alexei-navalny">Alexei Navalny</a>, who died in custody <a href="https://www.newsweek.com/alexei-navalny-prison-interview-death-jail-putin-russia-1870911">in February,</a> alleged that Ivanov and his family lived an opulent life abroad that included luxury cars, jewelry and expensive real estate.</p><p>Navalny's team also said that Ivanov had profited from construction projects in the Ukrainian city of Mariupol, which <a href="https://www.theguardian.com/world/ng-interactive/2023/feb/23/mariupol-the-ruin-of-a-city#:~:text=For%20more%20than%2080%20days,it%20to%20the%20ground%20first.">fell under Moscow's control</a> after a monthslong siege.</p> <p>Deputy defense minister since 2016, Ivanov's projects also included building military barracks, cadet corps, submarine bases and military airfields, as well as hospitals and kindergartens, it was reported.</p><p>"Timur Ivanov is a high-profile figure in Russia, and he's been involved in many large projects, including several rebuilding efforts in Mariupol," Pekka Kallioniemi, a postdoctoral researcher at Finland's Tampere University, told <em>Newsweek</em>.</p><p>"It's of course impossible to know the real reasons for his arrest but this could be related to the revelations made by Navalny's Anti-Corruption Foundation that showed Ivanov and his wife in a pretty bad light," Kallioniemi said.</p><p>FBK alleged leaked emails from Ivanov's wife, Svetlana Maniovich, showed the extent of her family's lavish lifestyle, beyond what his official salary could cover, with some transactions routed through third parties, including Defense Ministry contractors.</p><p>"As the couple is also close friends with Dmitry Peskov, this is one of the highest profile arrests after Russia launched their full-scale invasion against Ukraine in February of 2022," said Kallioniemi, whose series on social media, <em>Vatnik Soup</em>, exposed Russian propaganda.</p><p>When asked about the arrest, which took place only hours after Ivanov had met with Shoigu and other defense ministry officials, Peskov told reporters on Wednesday that there were "many different interpretations" of the case, state news agency Tass reported.</p><p>"All this speculation is nothing but speculation," he said. "It is necessary to be guided by information from the investigative authorities.
